About this file

This is a Market Research Questionnaire issued by the Defense Logistics Agency (DLA) Land and Maritime for National Stock Number 2930-01-168-7911 under Project CL26068289. DLA is considering solicitation and award of an Indefinite Quantity Contract (IQC) for this item and is requesting market intelligence from potential suppliers to develop a realistic and beneficial solicitation.

The questionnaire addresses general business information including company size and status, small business classifications, parent company details, and dealer/distributor independence from original equipment manufacturers. It seeks information on suppliers' willingness to accept a three-year base period with potential option years (0-4 years), pricing adjustment preferences, inventory status, and quantity sensitivity. The Commercial Items section inquires whether the item qualifies as a commercial item per FAR 2.101(b), catalog/price listing status, and ability to provide commercial sales history and pricing proof. The FOB Points section explores preferences between FOB Origin and FOB Destination, associated cost impacts, and acceptability of source inspection. Additional sections cover shipping zones, delivery capabilities and timelines, production limitations, minimum order quantities, and requirements for Certified Cost or Pricing Data for contracts estimated over $2,000,000. The survey also requests information on standard commercial packaging with MIL-STD-129 markings, EDI capability, pricing methodology preferences (firm fixed price versus Producer Price Index adjustment), and willingness to participate in Government First Article Testing or production lot testing. Completed surveys should be returned to Jeremy.Feeney@dla.mil.
