About this file

This is a Request for Quotation (RFQ) for Potable Water Sampling and Testing Services at the U.S. Embassy Nairobi in Kenya. The U.S. Government seeks a contractor to provide trained sampling and testing attendants, collect water samples according to specified schedules, perform testing in a licensed laboratory, and deliver results in PDF format to the Contracting Officer's Representative. Services must comply with the U.S. Department of State Drinking Water Safety Program standards. The contract is a firm fixed-price award in Kenya Shillings with no adjustment for cost escalation. The base period is 12 months, with four optional one-year renewal periods and a potential six-month extension. Quarterly potable water sampling involves biological testing for E. coli and coliforms at 72 sample points per quarter across multiple Embassy locations (Roslyn Ridge, NEC locations, and other properties). Semi-annual borehole water testing at eight locations includes biological, chemical, and physical testing. Offerors must submit proposals by March 3, 2026, at 10:00 a.m. to nairobigso-contracts@state.gov, with questions due by February 12, 2026.

Qualified offerors must demonstrate at least three years of potable water testing experience, maintain a licensed laboratory or agreement with a certified facility, possess relevant personnel certifications from recognized institutions, provide an Activity Hazard Analysis, maintain appropriate insurance (general liability with minimum $80,000 per occurrence and $160,000 cumulative coverage), and comply with all local laws and regulations. The contractor must have an English-speaking bilingual supervisor, obtain necessary permits and licenses, and provide evidence of SAM registration. Award will be made to the lowest priced, technically acceptable, responsible offeror. The contractor begins work within ten calendar days of receiving Notice to Proceed and must submit an execution plan within five days of award, a safety plan, insurance certificates, and personnel security information within specified timeframes. Payment will be made in local currency via Electronic Funds Transfer within 30 days of invoice receipt, with invoices submitted through an online portal (my ILMS).
