LITTLE ROBBER DETENTION DAM RECONSTRUCTION

Purpose: This is a Sources Sought Notice for the purpose of conducting market research, to gain knowledge regarding the type of interested businesses and their qualifications. Responses are being requested from both large and small businesses.
Proposals are NOT being requested, nor accepted at this time. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.
The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.
Not responding to this announcement does not preclude participation in any future solicitation. If a solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement.
Cost Reimbursement: Response to this announcement is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.
Project Description: The Bureau of Land Management (BLM) has a requirement for repairing the Little Robber Dam, located in Carbon County, approximately 11 miles north of Baggs, WY. Major items include:
A. Unwater the reservoir and dewater the construction area. B. Excavate a portion of the existing dam embankment and foundation to remove the existing outlet works structures and construct the new outlet works. C. Excavate the downstream slope of the dam embankment to remove vegetation, and the existing toe drain system. D. Excavate the upstream slope of the dam embankment to remove vegetation and salvage the existing riprap. E. Reconstruct the dam embankment. F.
Construct a toe drain system consisting of drainpipes, precast concrete manholes, flow measurement flumes, and imported sand and gravel. G. Construct new outlet works. H. Excavation, grading, and salvaging existing riprap in the spillway;
placement of salvaged and imported riprap in the spillway channel. I. Place imported road gravel surfacing along the crest of the dam. J. Reclaim (preparation of soil and seeding) all disturbed areas, including construction staging areas and temporary roads.
The work covered by this contract includes furnishing all labor, material, equipment, and incidentals necessary to complete this requirement per the accompanying specifications and drawings.
Anticipated Period of Performance: 395 calendar days after issuance of the notice to proceed.
Magnitude of Construction: Between $1,000,000 and $5,000,000.

Small Business Size Standard: $45 million.
