Purpose: This is a Sources Sought Notice for the purpose of conducting market research, to gain knowledge regarding the type of interested businesses and their qualifications. Responses are being requested from both large and small businesses. Proposals are NOT being requested, nor accepted at this time. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.

The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.

Not responding to this announcement does not preclude participation in any future solicitation. If a solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement.

Cost Reimbursement: Response to this announcement is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.

Project Description: The Bureau of Land Management (BLM) has a trail systems design-build requirement to meet overall recreation demand in the Garnet Recreation Area. Specifically, to enhance accessibility for both motorized and non-motorized trail systems that link to the Garnet Hill and Egan Crest Trailheads and traverse the semi mountainous terrain of the Garnet Hill Recreation Area. The entire trail systems, both motorized and non-motorized, have an initial conceptual trail plan which is to be carried forward for the final design-build. The Garnet Hill Recreation Area Trail Systems are located within White Pine County approximately 6 miles west of Ely, Nevada along Highway 50. The scope of this project requires project coordination, trail design services including conceptual layout, layout development, development, and construction documents.

Anticipated Period of Performance: 943 calendar days after issuance of the notice to proceed.

Magnitude of Construction: Between $1,000,000 and $5,000,000.

North American Industry Classification System (NAICS) code: 237990 | Other Heavy and Civil Engineering Construction.

Small Business Size Standard: $45 million.

Solicitation: The BLM anticipates issuing a request for proposals Spring of 2024.

Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.
