VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Brand Name Only Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-22-AP-5007

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Salisbury Medical Center

PR: 659-22-3-048-0420.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The brand of MicroFree cordless small bone power replacement system can be used for orthopedic, arthroscopic, plastic/reconstructive, and oral/maxillofacial procedures. The bone saw is cordless, battery powered, water resistant, and has a pencil grip. Estimated Amount:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Additional sets of the MicroFree Cordless Small Bone Power system are required for increased workload at the HCC locations. The MicroFree system will use the same disposable blades, burrs and rasp currently stocked in inventory at the health care facilities. A change in brand name will require the approval and purchase of additional disposable devices at an additional cost to the medical center.

A cordless (battery operated) system is required for increased maneuverability needed in small bone procedures as well as to help decrease the potential risk of surgical site infections. Surgeons require the specialized pencil grip handpiece for small bone procedures. The OEM, Conmed Linvatec is also offering a trade in credit.

4. Description of market research conducted and results or statement why it was not conducted:

The VA Rule of Two could not be met. Conmed Linvatec has identified themselves and GeoMed, an SDVOSB, as the only authorized distributors of the required equipment. Prior acquisition in FPDS, shows this exact equipment was purchased by NCO 6 for the Salisbury VA medical center. A second set is required for standardization between the health clinics and to help better service the veterans.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
