About this file
This is a Single Source Justification (Simplified Acquisition) form for a Department of the Air Force contract action issued by the 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska. The contract pertains to the ASMLO Paint Booth Maintenance and Operation Upgrade project with an estimated contract cost of $79,890.00 (Purchase Request F1W2F36209AQ01). The Air Force is seeking technicians and subject matter experts from WHESCO Group Inc. to replace control panels and install associated software for four F-22 aircraft paint booth systems located in Building 9696. The work involves proprietary components designed and engineered exclusively by WHESCO Group, and the company has confirmed that no authorized or licensed vendors exist to provide these services.
The justification for single source procurement is based on the unique and proprietary nature of the equipment control panels and software produced by WHESCO Group specifically for this facility. The F-22 paint bays experience recurring operational shutdowns due to outdated logic programs and unsupported control panels, which disrupts 24/7 operations and requires maintenance suspension for environmental and personnel health compliance. Since WHESCO Group Inc. is the sole manufacturer with rights to this equipment, no other vendors possess the necessary licensing or authorization to perform this work. The Contracting Officer, William Underhill, determined on August 24, 2025, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Department of the Air Force, 673d Contracting Squadron, JBER, AK 99506
Project/Program Name: ASMLO Paint Booth Maintenance and Operation Upgrade
Purchase Request / Local ID Number: F1W2F36209AQ01
Estimated Contract Cost (including Options): $79,890.00
Section B: Description of the Supplies/Services Required
The 3 MXS/MXMF is in need of technicians of subject matter experts from WHESCO Group to replace control panels and install associated software for four F-22 ASMLO Paint Booth systems. This requirement is for work to be completed on proprietary components designed and engineered by WHESCO Group Inc, and company has expressed that no authorized/licensed vendors exist to provide this service on the equipment or associated programming. The control panel replacement and associated software installs will be conducted at Bldg. 9696.
Section C: Justification for Soliciting from a Single Source or Brand Name
The 3 MXS Bldg. 9696 has uniquely designed and engineered equipment control panels/software produced by WHESCO Group Inc for four F-22 aircraft paint booths. The F-22 Aircraft Paint Bays in the ASMLO facility are consistently going down due to the logic programs being out of date. We cannot update the logic system because the control panels are out of date and no longer supported by the manufacture. These booths operate 24/7 and every time the controls go into alarm it shuts down the booths and all maintenance has to stop for environmental and personnel health concerns until a workaround can be applied to restart the booths.
Section D: Efforts to Obtain Competition
Because the control panels and software were designed and engineered by WHESCO for this facility at JBER and are proprietary in nature, there are no other companies that have the license or authorization to complete this work
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There are no other manufacturers that have rights except the WHESCO Group Inc. This makes options limited to a single source justification.
