About this file
This document is a Sole Source Justification for the Department of Veterans Affairs (VA) at the Altoona Veterans Affairs Medical Center (VAMC). The document justifies a sole source procurement from Data Innovations, LLC for their proprietary Instrument Manager (IM) Interfacing System software, licenses, and support services for the medical center's laboratory operations. The total estimated contract value is $341,996.71, covering a five-year period from 05/24/2025 to 05/23/2030, with annual costs ranging from $56,018.00 in the first year to $82,016.25 in the fifth year.
Data Innovations is being selected as the sole source vendor because they exclusively control the intellectual property rights to their software and are the only organization capable of developing connectivity interface drivers, licensing, and providing technical support for their IM software application. The VA will continue to monitor the marketplace for potential alternative sources, but currently, Data Innovations is the only vendor with the proprietary software and expertise to support the Altoona VAMC's laboratory information system. The procurement is being processed under FAR 13.5 Simplified Procedures for Certain Commercial Items, with justification based on the unique nature of the services and the lack of alternative sources.
