About this file

This is a Sole Source (Including Brand Name) Justification document for Simplified Procedures for Certain Commercial Items, dated July 2025, issued by the 355 Contracting Squadron at Davis Monthan Air Force Base. The document justifies a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to procure Gulfstream Annual Planebook Subscriptions (G550-OL2A-APP) for the USAF EA-37B aircraft. The estimated contract cost falls within the $750K to $15M funding level range. The requirement includes digital access to Airplane Flight Manuals, Operating Manuals, Master Minimum Equipment Lists, Performance Charts, and other critical flight information necessary for safely operating the G550 aircraft. The contracting activity is 355 CONS/PKB under DAFFARS 5313.501 authority for simplified acquisition procedures.

Gulfstream Aerospace Corporation (GAC) is the sole manufacturer of the G550 aircraft and the exclusive provider of the G550-OL2A-APP Planebook subscription, as no authorized resellers currently exist for this proprietary application. Aircrew members are required by ACC11-2EA-37B and AFMAN 11-202 Volume 3 to comply with the Airplane Flight Manual and Operating Manual data provided through this subscription. Market research conducted on January 14, 2026, confirmed no change in results since the previous acquisition in February 2025, and Gulfstream confirmed it has no authorized dealers for the Planebook application. No other sources have expressed written interest in the acquisition. The Contracting Officer determined the anticipated cost to be fair and reasonable based on the independent government estimate, completed market research, and prior FY25 purchase orders. Unless the DoD/Air Force decommissions the EA-37B aircraft or Gulfstream authorizes resellers, this requirement will continue to be procured as a sole source award, with 355 CONS continuing to publicly post justifications to permit vendor responses.
