About this file
This is a Department of the Air Force Justification and Approval (J&A) for Other Than Full and Open Competition, dated 27 August 2026, supporting a sole-source acquisition valued under $10 million.
The contracting activity is the 355 Contracting Squadron (ACC) seeking to award a sole-source contract to Onyx Versatile Innovation for procurement of the Onyx RAM-T 40 (Rigged Alternate Method-Tandem) Modular aerial-delivery system in support of the 304th Rescue Squadron. The Government requires two items: (1) the Onyx RAM-T 40 aerial-delivery system supporting tethered-tandem, conventional-parachute, and guided-parachute configurations with carriage assembly, roller track, and rigging components; and (2) the Onyx RAM-T 40 Accessory Kit containing inflatable barrel, ballast system, protective liner, filler, and restraint hardware. Estimated delivery is 120–180 days after receipt of order, FOB destination to 304 RQS in Portland, Oregon. The statutory authority cited is 10 U.S.C. 3204(a)(1), permitting acquisition from only one responsible source when no other supplies or services will satisfy agency requirements.
The justification establishes that the 88th Test and Evaluation Squadron conducted comprehensive operational testing of the CRIB system from 14–18 April 2025, validating C-130 exit characteristics, parachute deployment, water impact, and release sequences. Testing established tactics and safety parameters in USAF Warfare Center Tactics Bulletin 25-16, which specifies exact dimensional tolerances, roller carriage geometry, strap configurations, and rigging unique to the Onyx RAM-T 40. Procuring an alternate, untested system would require extensive airworthiness reviews, wind tunnel evaluations, live airdrop testing, and TTP rewrites, posing unacceptable life-safety risks to Pararescue personnel and disrupting interoperability across the 920th Rescue Wing. Market research confirmed no mandatory source, GSA schedule vendor, or alternative manufacturer provides the tested and certified configuration. The J&A includes commitment to monitor industry for comparable COTS systems and to compete future requirements if alternatives achieve operational qualification under applicable Air Force tactics bulletins.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: ACC Contracting Activity: 355 Contracting Squadron
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This justification supports the award of a sole-source acquisition to Onyx Versatile Innovation for the procurement of the Onyx RAM-T 40 (Rigged Alternate Method-Tandem) Modular aerial-delivery system in support of the 304th Rescue Squadron
(RQS).
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The Government requires commercial aerial delivery hardware and accessories corresponding exactly to the tested and fielded Combat Ready Insertion Barrel (CRIB) configuration supporting training and real-world maritime rescue and Isolated Personnel recovery operations:
- 0001 - Onyx RAM-T 40 (Rigged Alternate Method-Tandem) Modular aerial-delivery system supporting tethered-tandem, conventional-parachute, and guided-parachute configurations; includes carriage assembly, roller track, and rigging components.
- 0002 - Onyx RAM-T 40 Accessory KitAccessory kit for RAM-T 40C/B & RAM-T 40L containing inflatable barrel, ballast system, protective liner, filler, and restraint hardware.
Estimated Delivery: 120 - 180 Days After Receipt of Order (ARO), FOB Destination to 304 RQS, Portland, OR (DoDAAC:
DODF1PTR7).
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
304 RQS has an urgent operational requirement for the CRIB (Onyx RAM-T 40), a specialized aerial delivery assembly used to conduct Military Tandem Tethered Bundle (MTTB) insertion of maritime equipment specifically a deflated Combat Rubber Raiding Craft (CRRC) with outboard motor, fuel bladders, and accessories from C-130 aircraft.
Operational Test Baseline: The 88th Test and Evaluation Squadron (88 TES) conducted comprehensive operational testing of the Guardian Angel (GA) CRIB from 14–18 April 2025, executing six (6) daytime airborne water jumps to validate C-130 exit characteristics, parachute deployment, high-speed water impact, release sequences, and post-insertion boat inflation.
Authoritative Tactics, Techniques, and Procedures (TTP): Testing established the tactics and safety parameters published in USAF Warfare Center Tactics Bulletin 25-16 (TB 25-16, dated 3 March 2026), Guardian Angel Combat Ready Insertion Barrel.
TB 25-16 specifies the exact dimensional tolerances, roller carriage geometry, Z/B/C/D strap configurations, Quick Ejector Snap (QES) release steps, and aerodynamic end-cap rigging unique to the Onyx RAM-T 40.
Safety & Interoperability Impact: Procuring an alternate, untested aerial insertion system would require extensive new airworthiness engineering reviews, C-130 wind tunnel / flight exit evaluations, live parachute airdrop testing, and full rewrites of approved Air Force TTPs. Introducing unvalidated hardware into high-risk tandem parachute jumps poses unacceptable life-safety risks to Pararescue personnel, risks catastrophic damage to aircraft and payload, and disrupts cross-squadron interoperability across the 920th Rescue Wing (304 RQS, 306 RQS, and 308 RQS).
May 2026 Page 4 of 4May 2026 Page 4 of 4
Accordingly, Onyx Industries, LLC is the only responsible source capable of providing the tested and certified RAM-T 40 configuration that satisfies the Government's minimum operational and safety requirements.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Mandatory and Strategic Sources Review: In accordance with RFO Part 8, mandatory sources (Air Force Strategic Vehicles, AbilityOne, UNICOR/FPI, and GSA/AF Advantage) were reviewed. No mandatory source or GSA schedule vendor provides the specialized CRIB RAM-T 40 system or meets the required technical specifications.
Commercial Market Research & Distribution Strategy: Open market research, past procurement reviews, and technical reviews confirmed that while other tethered-tandem cargo systems exist, none match the proprietary geometry, dimensions, and rigging integration tested and approved in TB 25-16. Furthermore, communications with the manufacturer (Onyx Industries) confirmed that for stateside procurements, they sell direct to the Government or through prime vendors for the Defense Logistics Agency (DLA). As this requirement is not being procured through DLA, a direct sole-source award to the Original Equipment Manufacturer (OEM) is the most efficient and practical acquisition strategy.
Sole Source / Small Business Determination: Onyx Industries is confirmed as the manufacturer and sole supplier of the certified RAM-T 40 system outside of DLA channels.
Notice of Intent to Sole Source: A Notice of Intent to Sole-Source Contract Action will be posted to SAM.gov allowing any interested parties (including authorized DLA primes) to demonstrate capability.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Utilizng the Onyx RAM-T 40 across the 304th, 306th, and 308th Rescue Squadrons ensures unified training, common tactics, interchangeable rigging parts, and seamless integration of personnel and equipment during joint personnel recovery contingency deployments.
Life Cycle & Logistics Efficiency: Fielded familiarization with the Onyx carriage system and harness components avoids redundant training pipelines and reduces maintenance overhead across the Guardian Angel enterprise.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
The Government will continue to monitor industry developments for other commercial-off-the-shelf (COTS) aerial delivery insertion systems. If/When receiving future procurements, market research will be re-conducted to determine if alternative manufacturers have developed comparable systems that have undergone Department of the Air Force test, evaluation, and airworthiness certification. If alternative systems achieve operational qualification under applicable AFTTP / Tactics Bulletins, future requirements will be competed to the maximum extent practicable.
