About this file

This is a Determination & Findings (D&F) document authorizing sole-source procurement for the 355th Communications Squadron at Davis-Monthan Air Force Base, Arizona. The acquisition involves a firm-fixed-price contract for critical maintenance, repair, and system refresh of the installation's base-wide Giant Voice mass notification radio system. The contracting activity is 355 CONS, and the contract is being awarded to HQE Systems Inc., identified as the only certified source capable of executing the work.

The justification for sole-source procurement rests on the proprietary and specialized nature of the existing Giant Voice infrastructure, which is exclusively designed, manufactured, and licensed by SiRcom USA. The system relies on proprietary software, unique RF telemetry protocols, and specialized remote terminal units incompatible with third-party components. Market research and engineering evaluations demonstrated that introducing non-OEM replacement parts or alternative manufacturer hardware would create timing mismatches, command telemetry dropouts, and catastrophic system failures. Only factory-certified personnel with authorized software diagnostic keys and direct OEM engineering support can perform necessary system configurations, firmware patches, and hardware servicing without voiding manufacturer warranties and compromising operational integrity. The D&F cites regulatory authority under RFO 12.102(a) and RFO 13.101(b), among other applicable regulations, and was approved by SSgt Joshua Rodriguez, Contracting Officer, USAF, on September 17, 2026.

1. Agency and Contracting Activity: 355 CONS

2. Nature and/or Description of the Action:

The 355th Communications Squadron requires a system refresh of the base-wide Giant Voice mass notification radios

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

The 355th Contracting Squadron, Davis-Monthan Air Force Base, Arizona, proposes to award a firm-fixed-price contract on a sole-source basis for the critical maintenance, repair, and system refresh of the base-wide Giant Voice mass notification system.

The existing installation-wide Giant Voice infrastructure is a highly specialized, proprietary technology suite designed, manufactured, and licensed exclusively by SiRcom USA. The system relies on proprietary software, unique RF telemetry protocols, and specialized remote terminal units that are incompatible with third-party components.

Market research and engineering evaluations have demonstrated that introducing non-OEM replacement parts or alternative manufacturer hardware into this integrated network creates immediate timing mismatches, command telemetry dropouts, and catastrophic system failures.

Because the core system software and control firmware are proprietary to SiRcom USA, only factory-certified personnel with authorized software diagnostic keys and direct OEM engineering support can perform the necessary system configurations, firmware patches, and hardware servicing without voiding existing manufacturer warranties and compromising base-wide operational integrity.

Consequently, the market survey confirms that HQE Systems Inc. is the only certified source capable of executing this system refresh. Attempting to utilize an uncertified source would compromise the operational integrity of the installation's primary emergency broadcast system and void existing equipment warranties. Therefore, competition is not viable, and this acquisition will be conducted on a sole-source basis.
