Federal Supply Schedule Sole Source Justification Summary

This document is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) for a procurement above the Simplified Acquisition Threshold. The contracting activity is the 763d Enterprise Sourcing Squadron, Flight A (763 ESS/PKA), 510 POW/MIA Drive, and the program is the Deployable Automated Cargo Measurement System (DACMS) through Headquarters Air Mobility Command (HQ AMC/AATI).

The procurement requires sixty-seven (67) DACMS units with GSA Part Numbers 160153 to standardize and automate tactical cargo weighing, dimensioning, center-of-balance calculation, and manifesting across global Air Force deployment ports. Each system comprises four high-precision dynamic/static Weigh-In-Motion (WIM) platforms with 40,000 lbs axle capacity, laser profiling towers, an all-weather central processing unit and printer, encrypted wireless interconnects, bundled initial scale calibration, one-year commercial warranty, and one to two days of on-site technical operator and maintenance training. Delivery of all systems is required within 365 calendar days of order award, with manufacturing lead times ranging from 90 to 180 days. The justification cites GSAR 538.7104-3(b)(ii) as the statutory exception, asserting that only one source—Intercomp Company—is capable of providing the products and services at the required quality level because the products and services are unique and highly specialized. Intercomp is identified as the sole designer and manufacturer of patented DACMS hardware, dynamic sensor pads, laser dimensioning towers, and processing firmware, possessing exclusive proprietary capability for training, certification, and calibration of the systems. The requirement has an urgent and bona fide FY26 deadline with funding from Fiscal Year 2026 Operations and Maintenance appropriations, and the manufacturing lead time justifies receipt of units in the subsequent fiscal year under IAW 31 U.S.C. § 1502.
