About this file

This is a Single Source Justification document for a simplified acquisition submitted by the 355 Contracting Squadron for the 355th Wing. The procurement (Purchase Request F1P02C6187A001) covers TalentSmartEQ emotional intelligence training materials and assessment licenses as mandated by the Comprehensive Integrated Primary Prevention Plan. The 355th Wing requires 80 units of Mastering Level 1 Participant License Full Kits and 20 units of Mastering Level 2 Participant License Full Kits. Level 1 kits include Self Pro Edition Emotional Intelligence Appraisal (Online), Yellow Foam Brains, Mastering EQ Insight and Action Guide, Emotional Intelligence 2.0 Hardcover Book, 66 Strategies to Train My EQ Brain Job Aid, and TalentSmart Pen. Level 2 kits include Multi-Rater Edition Emotional Intelligence Appraisal (Online) and the same supporting materials except the hardcover book. The estimated contract cost is listed as $0.00.

The justification for single-source procurement centers on TalentSmartEQ's proprietary status and exclusive ownership of the Emotional Intelligence Appraisal and related curriculum materials. TalentSmartEQ maintains no authorized distributors or resellers and exclusively certifies instructors through its Train-the-Trainer program. The company operates the world's largest normative database of emotional intelligence profiles (over 2 million individuals) and exclusively owns the intellectual property tied to Dr. Travis Bradberry and Dr. Jean Greaves' methodology. Market research identified competing vendors offering general leadership assessments (DiSC, Myers-Briggs) and alternative EQ tools (EQ-i 2.0), but none provide TalentSmartEQ's specific four-domain model (Self-Awareness, Self-Management, Social Awareness, Relationship Management) required by the Wing. The Contracting Officer, Zachary M. Goit, DAF, determined on July 13, 2026, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The Wing committed to reassessing competition opportunities in future procurement cycles and monitoring for emerging technologies that might replicate or exceed TalentSmartEQ's integrated capabilities.

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 3

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 355 Contracting Squadron

Project/Program Name: Emotional Intelligence Class Materials

Purchase Request / Local ID Number: F1P02C6187A001

Estimated Contract Cost (including Options): $0.00

Section B: Description of the Supplies/Services Required

The 355th Wing requires TalentSmartEQ emotional intelligence training materials and assessment licenses as directed by the Comprehensive Integrated Primary Prevention Plan. This procurement includes both Level 1 and Level 2 Mastering EQ Participant License Full Kits, which provide the standardized curriculum, assessment tools, and instructional materials necessary to evaluate and strengthen emotional intelligence competencies across the Wing.

The Mastering Level 1 Participant License – Full Kit (80 EA) includes:Self Pro Edition Emotional Intelligence Appraisal (Online), Yellow Foam Brains, Mastering EQ Insight and Action Guide, Emotional Intelligence 2.0 Hardcover Book, 66 Strategies to Train My EQ Brain Job Aid, and TalentSmart Pen.

The Mastering Level 2 Participant License – Full Kit (20 EA) includes:Multi-Rater Edition Emotional Intelligence Appraisal (Online), Yellow Foam Brains, Mastering EQ Insight and Action Guide, 66 Strategies to Train My EQ Brain Job Aid, and TalentSmart Pen.

These materials will be used to assess baseline emotional intelligence levels, deliver structured skill-building interventions, and provide individualized development strategies aligned with the Wing’s prevention, readiness, and leadership development objectives.

Section C: Justification for Soliciting from a Single Source or Brand Name

This purchase is required to obtain proprietary TalentSmartEQ curriculum, assessments, and participant materials that are essential for certified EQ instructors to deliver validated emotional intelligence training across the Wing. TalentSmartEQ confirmed the following through direct correspondence:

1. Proprietary Status: The Emotional Intelligence Appraisal®, Emotional Intelligence 2.0 curriculum, and all related certification programs are proprietary, copyrighted products owned exclusively by TalentSmartEQ.

The Emotional Intelligence Appraisal® is a registered assessment instrument, and all training content is developed, maintained, and distributed solely by TalentSmartEQ.

2. Authorized Distributors: TalentSmartEQ has no authorized distributors, resellers, or third-party organizations permitted to sell, certify, or deliver these products. All materials and certifications are provided directly by TalentSmartEQ. While client personnel may become certified facilitators through the Train-the-Trainer program, this certification only authorizes internal delivery within their organization and does not permit resale or external distribution.

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 3

TalentSmartEQ is the world’s premier provider of emotional intelligence assessments and training.

Procuring these materials from any other vendor is not possible and would result in unacceptable delays, loss of fidelity, and compromised training outcomes due to the following unique factors:

- Proprietary Assessment and Methodology: TalentSmartEQ exclusively owns the Emotional Intelligence Appraisal®, which is directly tied to the methodology presented in Emotional Intelligence 2.0 by Dr. Travis Bradberry and Dr. Jean Greaves.

- Normative Database: TalentSmartEQ maintains the world’s largest database of emotional intelligence profiles (over 2 million individuals), enabling precise benchmarking across industries and job roles.

- Exclusive IP and Certification: Only TalentSmartEQ can certify instructors to deliver the Emotional Intelligence 2.0 curriculum. No other vendor is legally authorized to provide certification or distribute proprietary materials.

Given these unique characteristics, TalentSmartEQ is the only vendor capable of fulfilling this requirement.

Section D: Efforts to Obtain Competition

Market research identified several vendors offering general leadership or behavioral assessments (e.g., DiSC, Myers-Briggs).

However, none provide an emotional intelligence framework aligned with the actionable, skill-based 4-domain model (Self-Awareness, Self-Management, Social Awareness, Relationship Management) required by the Wing and exclusive to TalentSmartEQ.

Other EQ assessment tools, such as the EQ-i 2.0, rely on different theoretical models that do not meet mission requirements and cannot be integrated with existing instructor certifications or Wing training objectives.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Wing will continue to evaluate opportunities to increase competition in future procurement cycles. Several factors will be monitored to ensure readiness, continuity, and potential vendor expansion:

- Instructor Credential Cycles: Any transition to alternative EQ frameworks must align with current instructor certification timelines to prevent gaps in training capability.

- Proprietary Data Considerations: Historical assessment data must remain exportable or mappable to future systems to preserve continuity of analytics and program evaluation.

For future purchases or technology refreshes, the 355 WG will reassess all available solutions to determine whether multiple vendors can meet mission requirements. If more than one vendor is capable, open competition will be pursued. The Wing will also continue monitoring the market for emerging technologies that replicate or exceed TalentSmartEQ’s integrated capabilities. To encourage future competition, requirements will be broadcast to industry, and proactive engagement with potential vendors will be conducted as the market evolves.
