The contractor shall provide comprehensive facilities consulting, management, maintenance, project management, and ancillary repair/alteration services for the GFDL complex, including office space, supercomputing data center environments, and mechanical/electrical infrastructure. The primary objective is to maintain continuous, safe, reliable, and highly efficient operations of the facility to ensure uninterrupted mission performance.

The scope encompasses four primary areas: (1) full operational management and routine/preventative maintenance of the physical complex, including HVAC, plumbing, boiler, chiller, and electrical systems; (2) operational oversight and environmental control for high-performance computing data center facilities with 5-minute emergency response capability during core hours (0930–1100 and 1330–1500); (3) comprehensive facility planning and technical evaluation support for minor (<$250,000) and major (≥$250,000) capital improvements with independent cost estimation and market research; and (4) administration of the Computerized Maintenance Management System (CMMS) with real-time asset inventory updates and engineering documentation lifecycle management. Critical performance requirements include completing routine help desk work orders within five (5) business days with 90% compliance, maintaining 100% accuracy in CMMS updates within ten (10) days of equipment changes, submitting permit documentation within ten (10) days of state submission, providing annual boiler certifications and generator fuel polishing, and maintaining strict key control with zero unauthorized duplication. Personnel must include a Senior Facility Manager with minimum 8 years of experience, a Data Center Facility Manager with supercomputing facility experience, and maintenance mechanics experienced in multi-story commercial building operations. The contract includes CLIN 0002 for ancillary repairs and alterations with approval thresholds: projects ≤$2,000 require COR approval seven (7) days prior to work (paid via Government Purchase Card); projects >$2,000 require CO approval with three competitive quotes. The contractor shall include escalating annual allowances of $20,000 for generator fuel polishing, diesel fuel, pest control, and boiler maintenance, plus $40,000 for maintenance supplies and services.
