About this file
This is a Request for Information (RFI) and Sources Sought notice issued by the Mission and Installation Contracting Command (MICC) at U.S. Army Dugway Proving Ground (DPG) for calibration and repair services of Temperature and Relative Humidity (TRH) probes.
The Government seeks off-site calibration and repair services for approximately 353 Government-owned TRH probes across four equipment models: HMP155 (209 units, Vaisala), HMP45/HMP45AC (110 units, Vaisala), HygroVue 10 (110 units, Campbell Scientific Inc.), and EE181 (34 units, E+E Elektronik). The contractor must provide all personnel, equipment, supplies, facilities, tools, materials, and supervision necessary to complete services within 45 calendar days of receipt. All calibration services must maintain strict traceability to SI Units through the National Institute for Standards and Technology (NIST) and comply with Army Regulation AR750-43. The contractor must submit a comprehensive written list of necessary parts and associated pricing for Government approval prior to executing any repairs. Deliverables include formal calibration test reports for every item detailing "As Found" and "As Left" data, provided in both physical hard copy with returned equipment and digital PDF format via email to the Contracting Officer's Representative. The contractor is solely responsible for secure packaging and safe return shipment of all equipment to DPG's Meteorology Branch.
Responses must be submitted as a capability statement not exceeding five pages and must be received via email to Laurel Brown (laurel.j.brown7.civ@army.mil) by 10:00 AM MDT on May 26, 2026. The RFI is for information and planning purposes only and does not constitute a solicitation or binding contract. Responses should include company name, address, point of contact information, UEI Number, CAGE Code, business size, technical capability for each probe model, NIST traceability confirmation, ability to meet turnaround time, subcontracting details, existing Federal Supply Schedule (FSS) or federal contracts, and feedback on requirements. The anticipated NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34 million size standard.

REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT
Temperature and Relative Humidity (TRH) Probes Calibration and Repair
This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Anticipated NAICS Code: 811210 Electronic and Precision Equipment Repair and Maintenance with size standard of $34M.
1. INTRODUCTION/BACKGROUND
The Mission and Installation Contracting Command (MICC), U.S. Army Dugway Proving Ground (DPG), is issuing a Sources Sought/Request for Information (RFI) to identify potential sources capable of providing calibration and repair services for Temperature and Relative Humidity (TRH) probes.
More than one hundred remote weather stations are deployed across DPG to monitor, transmit, and record data vital to operational readiness and mission support. The probes are used to measure temperature and relative humidity on the Meteorology Branch's meteorological towers. The accurate and precise calibration of these probes is necessary to support the mission of the Meteorology Branch to provide scientifically proven weather data to test programs and ensure weather monitoring for range safety.
2. SCOPE OF WORK
The Government is seeking information from contractors capable of providing all personnel, equipment, supplies, facilities, tools, materials, and supervision necessary to perform off-site calibration and repair for approximately 353 Government-owned TRH probes.
Equipment Models to be Serviced:
Temp Probe Model Original Equipment Manufacturer
Total Quantity (approx.)
HMP155 Vaisala 209 Units HMP45 / HMP45AC Vaisala 110 Units HygroVue 10 Campbell Scientific Inc. 110 Units EE181 E+E Elektronik 34 Units
3. SPECIFIC SERVICE REQUIREMENTS / SALIENT CHARACTERISTICS
Interested vendors must demonstrate the capability to meet the following requirements:
A. Calibration & Repair Standards
All calibration services must maintain strict traceability to SI Units through the National Institute for Standards and Technology (NIST) and remain in full compliance with Army Regulation AR750-43 regarding Army Test, Measurement, and Diagnostic Equipment. For probes requiring specific parts or maintenance to achieve successful calibration, the Contractor is required to submit a comprehensive written list of necessary parts and associated pricing for Government approval prior to executing any repairs. If a probe is deemed unrepairable or cannot be calibrated within these standards, the unit must be clearly marked as "Unserviceable" and returned to Dugway Proving Ground (DPG), though the Government reserves the right to provide a replacement unit for calibration in its place.
B. Deliverables and Documentation
The contractor shall provide a formal calibration test report for every item serviced, which must explicitly detail both the "As Found" data (initial readings recorded upon receipt) and the "As Left" data (final readings recorded after all calibrations and adjustments are complete). These deliverables must be provided in two formats: a physical hard copy must accompany the return shipment of the equipment, and a digital PDF version of all reports must be transmitted via email to the Contracting Officer's Representative (COR) upon completion of the services.
C. Logistics, Turnaround, and Shipping
All calibration and repair services will be performed off-site at the Contractor's facility and must be completed within 45 calendar days of receiving the equipment. While the Government will initially ship the probes in protective containers, the Contractor is solely responsible for the secure packaging and the safe return shipment of all equipment back to the DPG Meteorology Branch (MET).
4. REQUEST FOR INFORMATION INSTRUCTIONS
The information identified above is intended to be descriptive, not restrictive, and to indicate the quality of the services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the Government that they can fulfill the required specifications.
Responses to this RFI should include your company name, address, point of contact, phone number, point of contact e-mail, UEI Number, CAGE Code, and size of business pursuant to the anticipated NAICS code.
