About this file

This is a Sources Sought notice for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 (VISN 10) regarding continuous autotransfusion equipment and services. The solicitation seeks information from potential contractors capable of supplying CATSMART continuous autotransfusion systems and related capabilities to support veterans' medical needs across the VISN 10 network. This pre-solicitation is designed to gather market intelligence and identify qualified vendors prior to formal solicitation development, allowing the government to assess industry capabilities, pricing, and technical approaches for meeting the autotransfusion requirements. Interested vendors should provide detailed information about their products, technical specifications, past performance with similar systems, pricing models, and any special capabilities or certifications relevant to medical device supply and service delivery to VA facilities. The sources sought response will inform the development of the formal solicitation strategy and may influence contract award terms, including potential set-asides or special contracting vehicles that prioritize veteran-owned small businesses or other designated categories.

SOURCES SOUGHT

CATSmart Continuous Autotransfusion This is a Sources Sought (SS) Notice only; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids). This SS is part of the Government’s market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this SS are strictly voluntary, and the Government will not pay respondents for information provided in response to this SS. Responses to this SS will not be returned, and respondents will not be notified of the result of the review. Although, responses to the questions posed by the Government would be most beneficial to this market research effort.

The purpose of this SS is to conduct Market Research to determine an acquisition strategy, to include determining if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside, for the procurement of a Fresenius CATSmart Continuous Autotransfusion System at the Louis Stokes Cleveland VA Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106.

The Fresenius CATSmart Continuous Autotransfusion System is a continuous autotransfusion medical device designed to collect, wash, and reinfuse a patient’s own blood during surgery, reducing the need for allogeneic blood. The system utilizes continuous flow technology, allowing for simultaneous blood separation and washing to provide high-quality packed red cells (PRC) rapidly. The CATSmart system is used during surgical procedures requiring intraoperative blood recovery and is currently utilized by multiple services, including Anesthesia, Perfusion (Cardiac), and Vascular. The Government requires four (4) CATSmart Continuous Autotransfusion Systems, along with four (4) CATSmart Auto-Start Reservoir Holders. The current units are significantly past End of Life and are no longer serviceable, requiring replacement to support continued surgical operations. Potential sources must demonstrate the capability to provide the required equipment.

Potential sources should submit:

• Point of Contact with email address and phone number;

• Business name and address;

• Applicable business socio-economic category;

• GSA, NAC, TAC, or SAC contract number if applicable;
