About this file

This document is a Single Source Justification (Simplified Acquisition) for the 19th Air Wing's procurement of PRC158 Tactical Radios from L3Harris Corporation. The requirement is for tactical radios with fast-hopping Beyond-Line-Of-Sight waveform capabilities, designed for forward-deployed teams, specifically the L3Harris Falcon® IV AN/PRC-158 Multi-channel Manpack radio system. The radios must provide secure mobile communications with NSA-certified encryption, comply with DoD Joint Tactical Radio System (JTRS) standards, and operate across multiple communication channels including multi-band, cross-banding, and mobile ground-to-air transmissions.

The procurement will be solicited via SAM.gov as a 100% small business set-aside, with the government expecting at least two offers. L3Harris is justified as the sole source because they are the only equipment manufacturer of this specific radio system, which is certified as a Joint Tactical Radio System compliant with software-programmable and hardware-configurable capabilities. The document indicates past similar contracts (FA2522123F0183, FA251723P0024, FA462122P0054) were also awarded to L3Harris for tactical radios. Market research will be conducted for future purchases to evaluate potential alternative products that might meet the United States Air Force requirements.

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2

Section D: Efforts to Obtain Competition

This requirement will be solicited via SAM.gov. Because this is a brand name requirement, adequate competition is expected. This brand is readily available from several small businesses. A search on FPDS-NG found past contracts FA2522123F0183, FA251723P0024, FA462122P0054 that were all for Tactical Radios from L3Harris, and all were solicited as total small business set aside. The Government expects to receive at least two offers in response to the solicitation. Therefore, adequate competition is expected with a 100% small business set-aside.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research will be conducted prior to future purchase to determine if any other products have been fielded on the market that meet the United States Air Force requirements described in Section C of this justification.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
