About this file

This is a Single Source Purchase Description (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services' Division of Marketing and Development for promotional advertising services. The agency intends to procure "Fresh from Florida" Grocery Retailer Marketing Program services from Piggly Wiggly Alabama Distribution Center, a cooperative of over 250 independently owned grocery stores across six southeastern states. The requested services include planning, printing, and publishing weekly sale flyers featuring the "Fresh From Florida" logo; designing and distributing in-store signage to individual store locations; creating digital content for Piggly Wiggly's website and social media platforms; and executing in-store samplings and special display promotions of Florida products. The contract term extends from the date of execution through June 30, 2027. The deadline for prospective vendors to submit information regarding their ability to supply these services is September 14, 2026, with the notice posted as of August 21, 2026, fulfilling the required 15-business-day advertisement period.

The estimated contract amount ranges from approximately $35,000 to $60,000. Piggly Wiggly Alabama Distribution Center is designated as a single source because it is identified as the only known vendor capable of simultaneously executing all four specified promotional functions across its integrated network of stores and centralized distribution capabilities. The justification emphasizes the vendor's unique operational structure, established since 1959, which enables coordinated implementation of the "Fresh From Florida" branding across print, in-store, and digital channels. Authorization for this purchase derives from Section 570, Florida Statutes, which permits the Department to promote agricultural products through various advertising media. The purchase was approved by representatives from the Division of Marketing and Development, Bureau of Seafood and Agriculture, and Division of Administration.
