About this file

This is a Description of Intended Single Source Purchase (PUR 7776) form issued by the Florida Department of Agriculture and Consumer Services (FDACS) for preventive laboratory equipment maintenance and supplies. The Division of Animal Industry requests continued maintenance, repairs, parts, supplies, software licensing, hardware support, training, and technical support for all Mindray Animal Medical Technologies equipment used by the Bronson Animal Disease Diagnostic Laboratory in Kissimmee. The equipment includes the Mindray Respons 910VET and EXIAS e|1 ISE units, which are utilized for clinical pathology services, chemistry analysis, and reagent processing to fulfill the division's statutory responsibilities in animal disease control and emergency response. The contract term runs from July 1, 2026 through June 30, 2027. The procurement notice was posted on June 9, 2026, with a deadline for prospective vendors to submit relevant information by June 30, 2026—a 15 business-day advertisement period required by Florida Statutes.

The estimated contract amount is approximately $41,850, with a maximum cap of $50,000. Mindray Animal Medical Technology North America, Co., LTD is identified as the sole source provider because it is the manufacturer of the equipment and the exclusive provider of required reagents, supplies, and technical expertise. The justification for single source acquisition emphasizes that no alternative sources possess the technical knowledge to maintain and support this specialized laboratory equipment or provide the proprietary consumables necessary for operation. The procurement was approved by Christina McClure (Business Operations Manager), Erica Field (Assistant Director), Stephanie Bergozza (Purchasing Director II), and Joey B. Hicks (Director). Contact for inquiries is Edward Rondeau, Procurement Officer, at (850) 617-7181 or Procurement@FDACS.gov.
