About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for the leasing of juice extractor machines. The agency seeks to lease up to fifteen (15) FMC Model 091-B juice extractors from John Bean Technologies to be located in processing plants throughout Florida for the purpose of extracting, evaluating, and determining the percent of total soluble solids per pound on delivered citrus to assess fruit maturity. The contract term is July 1, 2026, through June 30, 2027. The posting date is May 4, 2026, with the last day for receipt of information from prospective vendors set for May 26, 2026 (with a corrected date of May 18, 2026 noted in the related opportunity notice). The Division of Fruit and Vegetables submitted this request, and the equipment will be sub-leased to individual processing plants to maintain control over statewide testing procedures and ensure uniformity and consistency across the industry.

The estimated dollar amount for this single source acquisition is up to $392,430.00. John Bean Technologies, located at 400 Fairway Avenue, Lakeland, Florida 33801, is the sole intended source based on their holding of U.S. Patent No. 5992311 for a "Method and apparatus for improving oil recovery in a citrus juice extractor." The single source justification is grounded in Chapter 20-61.001(2), F.A.C., which specifies that an FMC 091-B juice extractor must be used for these testing purposes. The purchase was approved by Ana McClure (Accountant II), Jay Hook (Assistant Director), Lisa Jensen (Director of the Division of Fruit and Vegetables), Stephanie Bergozza (Purchasing Director), and Joey Hicks (Director of the Division of Administration). Prospective vendors may submit information regarding their ability to supply the requested commodities or services, and the agency will make a final determination regarding single-source status after reviewing all submissions.
