About this file
This is a Sources Sought notice (SS-26-166) issued by the Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, for a Medium Range (MR) Tanker Time Charter on an extended term basis. This is a request for information only to evaluate whether to exercise an option on an existing charter contract, and responses do not constitute an offer or commit the government to award a contract.
MSC seeks information regarding the price and availability of a clean, approved U.S. flagged double-hull medium range tanker with segregated ballast tanks capable of carrying a minimum of 310 barrels of JP8, JP5, JA1, or F76 fuel within the vessel's natural segregation in designated cargo tanks with double valve isolation. The vessel must meet specific requirements: maximum age of 20 years, maximum length overall (LOA) of 190 meters, maximum deadweight tonnage (DWT) of 50,000 metric tons, minimum three segregations with double valve isolation, minimum 10-ton boom lift capacity at the manifold, minimum speed of 13 knots in moderate weather while laden, capability to serve as an afloat storage tanker for extended periods, and ability to conduct simultaneous consol operations at two stations underway. The vessel must possess a fuel delivery station (FDS) capability and be able to carry JP8, JP5, JA1, or F76 cargo. The charter period runs from October 6, 2026 through October 5, 2027 (base period), with an option period from October 6, 2027 through September 5, 2028. Operating area is the Pacific Ocean with delivery and redelivery ports in the Western Pacific/Sea of Japan region, with options available in the charterer's discretion (with intentions on Onsan, Korea).
Interested parties must submit company information (name, contact details, small business status, facility clearance level—with Secret clearance required), complete vessel descriptions (flag, speed, range, cargo capacity), daily fuel consumption rates in various operational conditions, daily charter rates plus any bonuses, and alternative vessel features by 1700 Eastern Time on September 4, 2026. Responses should be submitted to Brittany Miller at BRITTANY.D.MILLER22.CIV@US.NAVY.MIL or Franklin C. Orvin at FRANKLIN.C.ORVIN.CIV@US.NAVY.MIL. The small business size standard for water transportation services is 1,050 employees per Federal Acquisition Regulation 19.102.
