Document Type: Request for Information (Market Survey)

This is a Market Survey (SS-26-120) issued by the Military Sealift Command (MSC) on June 10, 2026, seeking information regarding a Jones Act compliant, U.S.-flagged vessel to support general ocean towing, salvage, and deep submergence rescue operations for the Navy. The vessel will be home-ported in Virginia Beach, Virginia, with operations occurring along the East/Gulf coasts and North Atlantic. The requested vessel must possess specific operational capabilities including manned and remotely operated vehicle diving operations, salvage/survey assessments, towing of craft and Navy vessels, submarine rescue, salvage of grounded/stranded vessels, lifting sunken objects, and underwater repairs. Performance periods span from August 2, 2027, through July 2, 2032, with a base period of 366 days and four optional one-year periods.

The vessel specifications include minimum requirements: 130-ton Bollard pull, dual towing winches, shark jaws for chain 1-5/8" to 3-3/4", 30,000-pound minimum lifting capacity crane, 5,000 square feet of continuous rectangular aft working deck, dynamic positioning capability, submarine rescue-rated fire fighting systems, accommodations for 40 transient personnel, and broadband internet communications. Daily hire rates shall constitute full payment for vessel services and equipment; port charges and fuel are reimbursable expenses. Fuel consumption estimates are provided based on notional operating tempos (237 days underway at 65% power, 55 days transit speed, 18 days generator operations, 55 days shore power). Interested parties must submit responses by June 30, 2026, at 1:00 PM Norfolk time, including company information, vessel specifications, cost/pricing, financial capability confirmation, MOSHIP survey checklist compliance, security clearance status, and fuel consumption data. This RFI does not commit the government to contract award or incur any obligation for costs.
