1. Commander Pacific Fleet requires a United States flag, Jones Act Qualified Platform Support Vessel

(PSV) to support logistics experimentation for fuel, stores, PAX and ordnance delivery from small commercial platforms. The desired vessel is a near commercial off the shelf (COTS) with minor alterations to facilitate Navy communications, mission planning and desired logistics capabilities.

The operator shall permit United States Government (USG) personnel to visit the vessel no less than 5 days and no more than 45 days prior to the delivery date of each period to conduct a pre-delivery site survey (PDSS). The purpose of this PDSS shall be to, at a minimum, identify lay-down locations of Mission Equipment (ME), identify locations of electrical outlets, and limit potential obstructions to operations.

The vessel and crew shall be capable of providing around the clock support for mission operations including (but not limited to) the following:

• Transfer of ordnance (inert) and ordnance handling equipment.

• Logistical support (i.e. messing, berthing and communications, as outlined).

• At sea transfer of personnel, cargo, and pumping of water alongside or astern in up to sea state 3.

• Operation of the ship crane.

• Operation of a Mission Equipment (ME) Hose Reel System for up to 8 hours/day for the duration of the performance period.

• Ashore refueling. Hose shall be deployed over the stern of the vessel and transported (still attached to the vessel) to the beach by contractor furnished workboat or other government method. Hose shall attach to a bladder ashore and saltwater pumped ashore using the vessel’s ballast or fire main system.

• Provide government personnel access to crane operations training to better understand crane capability and limitations; Government personnel will be required to operate contractor cranes, under supervision, for all ordnance evolutions. Government personnel will be certified to operate the crane by a mutually agreed upon certification agency.

• Launch and recovery of small boats and divers.

• Refueling small craft onboard, alongside or astern.

OPTEMPO: It is estimated, without guarantee, that the vessel shall be:

• Underway at DP/Loiter 30% of the time,

• Underway at Transit Speed (~10kts) 20% of the time,

• Underway training evolutions speed (~8 kts.) 35% of the time,

• In port on Generator/Auxiliaries 10% of the time, and

• In port on Shore Power 5% of the time.

Underway periods shall consist of independent steaming; various simulated refueling/other at-sea operations, simulated personnel rescue operations, point-to-point transits for vessel operations, and for equipment discharging/loading operations.

Mission Support Tasks:

The operating company shall develop safety management system (SMS) procedures for scheduled events, for USG review and approval as required to support scheduled tests. This shall be a collaborative process for all stakeholders. Specific operations for SMS procedure development include the following:

• Ordnance Reload (inert ammo shapes and possible live ammo)

• Astern refueling from PSV to USN ship

• Shore refueling via 2000 feet of hose to beach manifold

• Patient movement via small craft from USN ship to PSV Medical

• Movement of palletized cargo or 20 ft. ISO containers from PSV to USN ship/shore.

• Other specialized training evolutions

Costs associated with the development of Safety Management System procedures shall be part of the Contractor’s charter rate. Electronic copies of SMS procedures developed for performance of mission tasks will be provided to the KO and Program Office for Government use only.

INDUSTRIAL AND TECHNICAL ASSISTANCE:

In order to accomplish UNREP experiment mission objectives, Contractor or other Professional engineering services may be required for Government-directed equipment installations, minor vessel modifications, studies and analysis during the course of this contract. These activities will not be specifically described in Performance Work Statement and considered unique events. These services can be provided by the Contractor or other subcontractors and are reimbursable in accordance with the procedures described in the contract. The Contractor shall procure and supervise all industrial and technical assistance necessary for government furnished equipment installation, vessel modifications or other tasks required for the vessel to perform its missions. The direct cost of all industrial and technical assistance shall be reimbursable in accordance with terms in this contract including the actual cost of parts and materials. The use of Tech Reps for the supervision of industrial assistance will be reimbursable only when prior approval from the KO is obtained. The Government may also infrequently require the Contractor to provide shore-side personnel to attend Sponsor meetings. In such cases, the travel expenses of shore-side personnel are reimbursable in accordance with contract terms.

2019 CORONAVIRUS DISEASE (COVID-19):

The ship-owner shall agree that crew and other embarked personnel may be ordered by the charterer to stay aboard the vessel during port visits; this will be due to increased risk of COVID-19 transmission in a given port. Further, the ship-owner agrees that the charterer may limit access to the vessel by personnel and crew who present an increased risk of COVID-19 resulting from previous and recent travel.”

2. Area of operations: The vessel will operate out of southern California (San Diego/Port Hueneme) and throughout the United States West Coast to include Hawaii, Western Pacific and Alaska. The vessel will be required to pull into military and civilian ports as needed by specific training evolutions. The operational areas will be discussed with vessel operator prior to conducting ship load out.
