Repair Aircraft Hangar Structure and Fire Suppression

Geographical Location: Hangar 211, Mountain Home Air Force Base. ID.

This notice is NOT a solicitation for offers. No offers will be considered or accepted in response to this notice. The information requested by the Request for Information (RFI) is for market research and acquisition planning only; responses are voluntary and will not be reimbursed.

Nothing in this notice shall be considered to have obligated the Government to any agreement or expenditure of appropriated funds.

The 366ᵗʰ Contracting Squadron (366 CONS) at Mountain Home Air Force Base (MHAFB), Elmore County, Idaho, is seeking responsible contractors to compete via forthcoming Two-Step Invitation for Bid (IFB) for a design-build project to repair Hangar 211, structural and fire protection systems using original design documentation to facilitate redesign and correct structural deficiencies in Hangar 211 in situ, on Mountain Home Air Force Base. Work detail is disclosed below.

Hangar 211 is a historic property managed by Mountain Home AFB. In accordance with the installation Programmatic Agreement for compliance with the National Historic Preservation Act, and its implementing regulations at 36 Code of Federal Regulations (CFR) 800, Protection of Historic Properties.

The purpose of the RFI is to gain knowledge of interest, capabilities, and qualifications of the Small Business Community: Small Business, Small Disadvantaged Business (SDB) to include the 8(a) Program, Historically Underutilized Business Zones (HUBZone) Program, Service- Disabled Veteran-Owned Small Business (SDVOSB) Program, and Women-Owned Small Business (WOSB) Program. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The purpose of the pre-solicitation notice is to stimulate the interest of the greatest number of prospective bidders in advance of the IFB.

Pre-Solicitation Notice

This is a Design-Build construction project for which the Contractor shall provide all labor, materials, equipment, supervision, and perform services in accordance with the project scope of work (SOW), construction specifications, and drawings. This requirement will include the following but is not limited to:

• Roof repairs; repairs to the bowstring trusses, structural members, and in situ structural repairs; repairs to concrete buttressed wall.

Two-Step Invitation for Bid

• Remove the existing high expansion foam suppression system, along with its piping, components, triple infrared (IR) flame detection and optical detection, and associated controls and equipment.

• Install automated sprinkler system and MNS for the high bay and two-story administration area.

• Install new electrical wiring, new panels “N” and “K”, and components from the existing transformers to the hangar that will power the new fire alarm system, MNS, and other new systems which require power.

• Provide modular office trailers

• Design and install the cable anchor fall protection system.

The disclosure of the magnitude of the construction project is between $15,000,000 and $20,000,000.

The period of performance is twenty-four (24) months, with 6 months for design and 18 months for repairs and construction.

Tentative dates are February 28, 2025, for issuing Step 1, and March 31, 2025, for receipt and beginning evaluation of Step 1 technical proposals.

Plans may be requested from the points of contact (POC) listed below for inspection without charge.

The IFB will be publicly posted to SAM.gov and conducted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Requests for the IFB should be submitted to the points of contact below by February 28, 2025.

It is anticipated that award will be restricted to small businesses; the Government will determine if further set-aside to a Small Business Program is appropriate based on responses to the RFI.

The IFB documents will be provided without charge.

Sources Sought

The following information is requested from responsible, qualified construction firms in one (1) response and include the following information:

• Firm's name and SAM.gov Unique Entity ID (UEI), address, primary point of contact, phone number, and email address.

• Firm's expressed interest in bidding on FA489725R0002, QYZH 17-0018, Hangar 211 Structural and Fire Suppression Repair (as described in the project scope above).

• Firm's statement describing its qualifications and capability to perform a contract of this magnitude and complexity, including any relevant technical experience.

• Firm's Small business category (Small Business, Woman-Owned Small Business, Small Disadvantaged Business [SDB] to include the 8(a) Program, Historically Underutilized Business Zones [HUBZone], Service- Disabled Veteran Owned Small Business

[SDVOSB]).
