About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE). FDLE is seeking to procure implements, software, and maintenance from Life Technologies Corporation for its crime laboratories throughout the state. The products and services are required to support the agency's specific mission of investigating high-profile criminal cases through Polymerase chain reaction (PCR) based DNA analysis. The contract term is for one year, from July 1, 2023, to June 30, 2024, and FDLE will place multiple orders during this period. FDLE has justified this as a single-source procurement due to the proprietary and validated nature of the equipment, software, and reagents, which can only be serviced and maintained by Life Technologies Corporation.
The estimated dollar amount of this procurement is $6,200,000. FDLE has validated the use of Life Technologies' products and services, and there is no other available competition for the required items. This is not a request for bid or proposal, but rather a statutorily mandated 15-business-day advertisement of the intended single-source procurement.

FDLE crime laboratories will place multiple orders throughout the term of the agreement.
Intended Single Source:
Life Technologies Corporation 5791 Van Allen Way Carlsbad, CA 92008
Estimated Dollar Amount:
$6,200,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
The FDLE crime laboratories have purchased equipment from Applied BioSystems® since 2006.
In 2008, Life Technologies (now ThermoFisher Scientific) acquired Applied BioSystems®, along with all reagents, consumables, instruments and software previously owned by Applied BioSystems®. The equipment, software and reagents utilized by FDLE were subjected to a rigorous validation and selection process. The validation process at FDLE began with the evaluation of instrumentation, equipment, software and chemistries provided by multiple vendors. The selection was based upon the needs of the customers and the quality of the work product provided by this equipment, software and reagents. Once the standard was selected, a stringent validation process was performed to determine the limitations of the product in order to define the Standard Operating Procedures. These instruments that have been tested and validated require a service contract for periodic maintenance and technical support. All proprietary instruments must be serviced by Life Technologies due to the certification and training of their service engineers, access to instruments, software upgrades and authorized replacement parts.
Due to the standardized validation process and proprietary equipment, the chemical reagents, supplies, software upgrades and equipment maintenance is only available through Life Technologies Corporation.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Alan Herring, Chief of General Services Jason Bundy, Forensic Services Director
