About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Juvenile Justice. The agency is seeking statewide oversight, coordination, training, and fidelity monitoring of the Stop Now and Plan (SNAP) Youth Justice program for youth under community supervision. The program will provide 228 SNAP Youth Justice cohorts per year statewide, with a maximum capacity of 8 youth per cohort. The initial contract term will be 5 years, from 1/1/2025 to 12/31/2029. The intended single source is the Florida Network of Youth and Family Services, Inc., which has an exclusivity agreement with the program's owner, the Child Development Institute.

The estimated annual cost for this contract is $4,636,608, for a total of $23,183,040 over the 5-year term. The justification for a single-source acquisition is that SNAP Youth Justice is a proprietary cognitive behavioral model owned by the Child Development Institute, and the Florida Network is the only organization that can provide this service in the state of Florida.
