About this file

This document is a Notice of Intended Single Source Purchase (PUR 7776) from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for Radiation Level Detection Devices, including repairs and parts. The FLHSMV is seeking to purchase three years' worth of radiation detection devices from the sole source provider, Radiation Solutions, Inc. These platforms will be used by the Florida Highway Patrol's Office of Commercial Vehicle Enforcement to enhance their capabilities in detecting and identifying radiological materials being transported through the state. The estimated total contract value is up to $3,000,000 over the three-year term.

The FLHSMV has determined that Radiation Solutions, Inc. is the sole provider of the required radiation level detection devices that are compatible with their existing platforms and can integrate with state and federal agencies participating in the same mission. No other vendors can provide the necessary functionality and integration capabilities required. The justification for the single-source acquisition is that these devices are necessary and unique, and the FLHSMV has confirmed the unavailability of competition.

the existing platforms utilized by the Florida Highway Patrol, Office of Commercial Vehicle Enforcement (CVE). This is critical to maintain the Department's consistency in its radiological detection approach and will provide the ability to integrate with state and federal agencies participating in the same mission.

Intended Single Source:

Radiation Solutions, Inc.

5875 Whittle Road, Mississauga, Ontario Canada, L4Z 2H4

Estimated Dollar Amount:

Year 1: Up to $1,000,000 Year 2: Up to $1,000,000 Year 3: Up to $1,000,000 Total: Up to $3,000,000

Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate): CVE originally purchased its radiation detection platforms from the manufacturer, Radiation Solutions, Inc. CVE performed test scenarios utilizing live radioactive sources across multiple platforms. CVE determined that no other device had all of the functionality needed to accurately detect, identify and display the characteristics of common isotopes at high speeds, which could be identified on Florida highways while concurrently relaying this information in real-time via an integrated cellular connection.

This is the only platform that will integrate with the devices used by partner State and Federal Agencies, and no other radiation level detection devices are compatible with this system. The Department’s existing radiation detection devices are interchangeable with this platform.

Radiation Solutions, Inc. is the sole provider of these radiation level detection devices and does not offer their products through any third party vendor. Each component of these platforms can be directly plugged into any of CVE’s existing mobile platforms, if one of their components fail, and doing so will not jeopardize the manufacturer’s original warranty. No other vendor can provide the integration functionality; their components lack the ability to connect to RSI platforms.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Stephanie Sanford, Procurement Administrator, Bureau of Purchasing and Contracts Lieutenant Artez Lester, , Office of Commercial Vehicle Enforcement

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described.
