About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV). The agency seeks to procure VINTelligence, a Vehicle Identification Number (VIN) verification software application that decodes and validates VINs for passenger vehicles, commercial trucks, trailers, and motorcycles. The software identifies vehicle specifications including make, year, model, trim level, and engine details using either a VIN or license plate number. The contract term is three years. The posting date was March 16, 2026, with the last day for receipt of vendor information set for April 3, 2026. No site visits or bidder conferences are mentioned in the document.
The estimated contract value is $152,600.00. R.L. Polk & Co, operating as S&P Global Mobility, is identified as the sole source vendor at 26533 Evergreen Road, Suite 1100, Southfield, Michigan 48076. The justification for single source acquisition is that VINTelligence is a proprietary solution developed exclusively by R.L. Polk & Co with no authorized resellers, and only R.L. Polk & Co is authorized to perform maintenance and updates. The Department previously utilized the Polk VIN decoder product, which is deeply integrated into the Department's vehicle credentialing applications. The commodity is classified under UNSPSC code 43232701 (Application server software). The requesting division is the Information Systems Administration, with Megan Sunday serving as Business Manager and Katie Downey as the primary contact.
