About this file

This document is a Notice of Intended Single Source Purchase (PUR 7776) from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for system integration services to continue the Motorist Modernization Project. FLHSMV intends to purchase these services from Accenture LLP for a five-year period from Fiscal Years 2023-2028. The Department requires a single vendor capable of serving as the system integrator for this critical project, which includes unifying the driver license and motor vehicle title/registration systems, as well as developing a complex Revenue Collection and Distribution system. Accenture has served as FLHSMV's system integrator for approximately ten years and has in-depth knowledge of the previously implemented systems and processes. Onboarding a new system integrator would pose significant risk and require substantial time and funding, which may be cost-prohibitive.

The estimated total cost for the five-year contract is $45,000,000. FLHSMV has determined that Accenture LLP is the only vendor capable of providing the seamless system integration services required to continue the Motorist Modernization Project, as the Department's federal and state data exchange partners require specialized compliance and public safety expertise.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute, or other act of the Legislature, etc., as appropriate):

As Florida’s credentialing agency, FLHSMV provides critical services to the public, such as issuing driver licenses and registering and titling vehicles, serving as the information technology backbone that supports roadside law enforcement, dispatch for other state law enforcement agencies, and registration for organ donation, voting, and selective service.

The Department began the process of modernizing its legacy systems as part of its Motorist Modernization project in 2014. The Department will continue to add critical services during the Motorist Modernization project, such as unifying the driver license and motor vehicle title and registration systems.

One of the more complex systems that will be developed is the Revenue Collection and Distribution system. This system distributes funds to state agencies and other entities for which the Department has collected funds on their behalf.

Intended Single Source:

Accenture LLP 3800 Esplanade Way, Suite 100 Tallahassee, FL 32311

Estimated Dollar Amount:

TOTAL (5 years) - $45,000,000.00

Justification for single source acquisition (what is necessary and unique about the product, service, or source; steps taken to confirm unavailability of competition, as appropriate):

FLHSMV requires a single vendor capable of serving as the Department’s system integrator, for the continuation of the Motorist Modernization project.

Accenture LLP has served as the Department’s system integrator for approximately ten years. Accenture LLP has in-depth knowledge of the previous implemented systems and processes with which all future systems must integrate. Additionally, the Department intends to leverage Accenture LLP’s historical knowledge of an extremely complex system and the unique requirements for each of the Department’s federal and state data exchange partners for compliance and public safety purposes.

A new system integrator may pose significant risk to the design and integrations already established. Also, the onboarding of a new system integrator and re-architecting of the Department’s system would require an extreme amount of time and substantial amount of funding which may be cost prohibitive to the state.
