About this file
This is a Notice of Intended Decision issued by the State of Florida, Department of the Lottery, announcing a single source contract award to Garron Lottery Products, Inc. The contract is for maintenance and support services of ball machines, including all parts and labor necessary to keep the Lottery's ball machines operational. The Lottery currently operates various ball machines for multiple games, all of which were originally purchased from and are maintained by Garron Lottery Products, Inc. The contract has a four-year term with an estimated total value of $88,800.00. No specific response dates, due dates, site visits, or bidder conferences are mentioned in this notice.
The Lottery justifies the single source award based on the critical need to maintain integrity in lottery drawings, as ball machines from different manufacturers cannot be linked together without modifications that could cause errors or fouls during drawings. Garron Lottery Products, Inc. is identified as the sole provider capable of supplying these specialized products and services. The notice invites prospective vendors to submit information regarding their ability to provide the described services to purchasing@flalottery.com. The Lottery reserves the right to issue an agency decision notice if information from other vendors demonstrates that these commodities and services are available from alternative single sources. Failure to file a protest within the timeframe prescribed in section 24.109(2)(a), Florida Statutes, constitutes a waiver of proceedings under Chapter 120, Florida Statutes.

Notice of Intended Decision Single Source: SS-008-25/26, Garron Lottery Products, Inc.
The State of Florida, Department of the Lottery (“Lottery”), provides notice of an intended single source contract with a four (4) year term, and estimated total contract value of $88,800.00, to Garron Lottery Products, Inc., for the maintenance and support of ball machines, including all parts and labor.
The Lottery currently has various ball machines in service for a number of games, all purchased from and maintained by Garron Lottery Products, Inc. To protect the integrity of the Lottery’s drawings, it is critical that the Lottery secure a contract with a single manufacturer and maintenance provider for ball machines. Ball machines from different manufacturers are unable to be linked together without additional modifications or controls which could result in errors or fouls during Lottery drawings. A single manufacturer and maintenance provider of Lottery ball machines, Garron Lottery Products, Inc., will ensure compatibility and deter errors or fouls during Lottery drawings.
The Lottery believes that Garron Lottery Product, Inc. is the sole provider of these products and services.
Prospective vendors are requested to provide information regarding their ability to supply the services described to purchasing@flalottery.com.
If information is received from prospective vendors and the Lottery determines after reviewing the information that the commodities and contractual services are available from only a single source, the Lottery shall provide notice of its agency decision in accordance with Rule 53ER07- 55(7)(a), Florida Administrative Code. If no information is received from prospective vendors, no additional posting will be made.
Failure to file a protest within the time prescribed in section 24.109(2)(a), F.S., shall constitute a waiver of proceedings under Chapter 120, F.S.
