About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for maintenance and support services related to Blueprint Software. The document notifies prospective vendors of the department's intent to enter into a single-source purchase contract with Blueprint Software Systems for software maintenance, hosting, and integration services. The requested services support the department's Division of Information Systems Administration and provide detailed traceability, impact analysis, agile planning, enterprise administration, and test management solutions for requirements gathering and validation. The contract term is three years, with an expected start date of September 2026 and completion by 2029. The posting date was August 11, 2026, with a deadline for receipt of vendor information set for August 31, 2026. No bidder's meetings or site visits are mentioned in the document.
The estimated contract value is up to $240,000 over the three-year term. The single-source justification is based on Blueprint Software Systems being the sole developer, designer, and proprietary provider of the Blueprint software since its implementation by FLHSMV in 2012. The vendor, located at 5174 McGinnis Ferry Road, Suite 148, Alpharetta, Georgia 30005, possesses specialized knowledge and maintains exclusive rights to the software and its maintenance services. The contract was approved by Megan Sunday (Business Manager), Judy Moats (Budget & Contract Program Consultant), and Stephanie Sanford (Procurement Administrator). The contact for inquiries is Alma Sanchez at the FLHSMV headquarters in Tallahassee, Florida.
