About this file
This is a Notice of Agency Decision issued by the Florida Department of the Lottery to enter into a single-source contract with the Florida High School Athletic Association (FHSAA). The contract aims to raise awareness of the Bright Futures Scholarship Program among students, families, and school communities throughout Florida. The FHSAA will accomplish this through presenting sponsorship of the FLASHYS Awards, conducting Student-Athlete Leadership Seminars, providing featured media segments, and conducting on-site activations. These initiatives leverage the FHSAA's direct connections to schools across Florida to promote scholarship awareness and college readiness. The anticipated contract term is two years, with no renewal options mentioned.
The estimated contract value is $142,000.00 for the two-year period. The award is made pursuant to Rule 53ER07-55(8)(a), Florida Administrative Code. This is a single-source contract, as indicated by the notice, meaning it was not competitively bid. The multi-year funding structure is designed to provide operational stability for coordinating recurring statewide events, sustaining year-round promotional campaigns, and consistently connecting students with postsecondary opportunities. Protests to this agency decision must be filed in writing with the required protest bond within 72 hours of electronic posting of this notice on the Department of Management Services' Vendor Information Portal.
