About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) regarding Communication Equipment Services for the Florida Highway Patrol (FHP) Command Post Vehicles (CPV-1 and CPV-2). FLHSMV seeks to enter a single-source contract with Williams Communications to provide services and maintenance for the Catalyst voice over Internet Protocol (VoIP) radio system currently installed in the CPV-1 and CPV-2 Mobile Command Buses. The specialized equipment in the buses has the ability to remotely control the Harris radios used in FLHSMV's Enhanced Digital Access Communications System (EDACS). These services are critical for law enforcement and first responders during natural disasters, special events, and intelligence-driven missions. The contract term is up to three years, from FY 2023/24 to 2025/26.
The estimated dollar amount for this single-source contract is $150,000. FLHSMV has determined that the Catalyst system is the only VoIP radio system that can remotely control the existing Harris radios, and Williams Communications is the only authorized service provider for the Harris equipment and the existing proprietary Catalyst equipment in the North Florida area.

patching operations on scene or remote with the CPV-1 and CPV-2 Mobile Command Buses. The Harris radios are a component of the Catalyst system. Williams Communications is the only authorized service provider in the area and provides ongoing maintenance of the existing proprietary Catalyst equipment. Williams Communications is the only vendor that can provide this turnkey solution within the requirements listed above.
