Fire Alarm and Sprinkler Maintenance Agreement Statement of Work

The U.S. Department of Agriculture, Agricultural Research Service, Southern Regional Research Center, located at 1100 Robert E Lee Boulevard, New Orleans, Louisiana 70124 has a requirement to provide annual, with 4 option years, maintenance and testing of the Fire Alarm System and Fire Suppression Systems (sprinkler) as described below:

The Fire Alarm and Fire Sprinkler Systems are key components to providing a safe environment to all who use and work at the USDA facility. In accordance with NFPA 101, the systems interface with sensitive security areas for egress. They are equipped with an array of devices to detect a fire in its incipient stage and to notify for those who use and work at the USDA facility. The successful bidder will be responsible for the inspection and testing of the Fire Alarm and Fire Sprinkler Systems for all buildings for the USDA facility.

Fire Alarm Panel System This request for proposal (RFP) is an all-inclusive coverage which includes an annual diagnostic testing & inspection of the fire alarm panels and accessible fire peripheral devices currently connected to the facility fire alarm system. Coverage also covers the component replacement on the central processing unit, including reprogramming of system due to failure, replacement of circuit boards, and all components in the control panels, annunciator panels, transponders, printers, keyboards monitors, and peripheral devices (smoke detectors, pull stations, audible/visible units, door contacts, etc.) associated with the fire alarm system. Includes panel battery replacement every 3 years per manufactures' recommendation. The inclusive coverage does excludes Acts of Nature, Faulty Wiring, User Abuse and Vandalism. Replacement of the entire fire alarm panel, faulty wiring and/or ground faults are also not covered.

Fire Sprinkler System This BID is to include the annual diagnostic testing & inspection of the fire sprinkler wet system and its devices currently connected to fire sprinkler system.

Fire Alarm System Inspection and Testing Requirements:

1. All Bidders shall be capable of demonstrating (the Bidder is responsible for paying all costs, including travel expenses, for the job site visit) that they possess the technical skills, tools, and equipment that are required to operate, test, and inspect each type of fire alarm system used at the USDA facility.

2. Bidder shall have experience with testing and inspection of the following fire alarm systems used at the USDA facility: Simplex ES fire alarm panel and transponder series. Bidder should be proficient in the operations of the Simplex fire panels and transponders.

Fire Alarm and Fire Suppression Systems Subcontractors:

The successful bidder is completely responsible for any work performed by a sub-contractor. The successful bidder must list those services that require a subcontractor to inspect and test the system. The bidder assumes full responsibility for the workmanship; compliance with all NFPA codes.

De-Briefs/Briefings:

The successful bidder is responsible for briefing USDA on work performed and submitting service requests for signature.

Safety:

1. The successful bidder is responsible for all safety coordination and programs involved with the work.

2. All successful bidder personnel performing inspection and testing shall wear proper PPE, personal protection equipment, including hard hats, gloves and safety shoes.

3. When electrical inspection and testing is performed, an approved lockout-tag out procedure shall be used.

4. The successful bidder shall be familiar with all manufacturer’s warnings and shall take recommended safety precautions.

5. Safety harnesses or other safety equipment needed for use of man lifts, cherry pickers and/or ladders shall be required.

TESTING AND INSPECTION PHASE

1. Successful bidder shall provide a NICET Level 1 and/or 2 Technician to perform Testing & Inspection of the system and a NICET Level 3 Technician to perform oversight and approval of all Testing and Inspection submittals. Successful bidder shall provide a NICET 3 Technician in a supervisory role to oversee Testing and Inspection for the duration of this Contract. Supervisor shall attend meetings, as needed or requested by the Authorized Representative. Proof of NICET Level for the technicians and supervisor should be provided as a part of the post-submittal package

2. The successful bidder shall perform Testing & Inspection services in accordance with NFPA 72, current edition, or best practices that exceed NFPA 72, current edition.

3. The successful bidder shall provide the Authorized Representative a report that contains the findings and completion of the inspection and testing program.

4. The Testing and Inspection of the Fire Alarm systems shall be done so that the sprinkler system switch-signals, connecting to the fire alarm system, can be fully tested to ensure a complete test of the Fire Protection System.

5. The functional and sensitivity testing shall be performed on smoke detectors, heat detectors, pull stations, beam detectors, alarm panels, etc., as per NFPA 72.

6. The functional and sensitivity testing shall be performed on smoke detectors, heat detectors, pull stations, beam detectors, alarm panels, etc., as per NFPA 72, current edition and Louisiana State Fire Marshall.

a. Functional test all true alarm devices.

b. Functional and sensitivity test all other devices, in accordance with NFPA 72, current edition standards.

c. Functional test of 100% of all smoke detectors on the system (including remote areas) annually.

d. Sensitivity test of 50% of non-true devices.

e. After completion of inspection, the successful bidder shall restore all disabled points, exit service diagnostics mode and return all system operations to normal condition. Go over complete inspection document with the USDA authorized representative for corrective action needed. Proceed with repairs as directed by authorized representative and sign all inspection reports and submit to the authorized representative.

TECHNICAL SPECIFICATIONS - FIRE SPRINKLER SYSTEM INSPECTION AND TESTING

A. The fire protection system requires inspection and testing USDA’s assets in in accordance with NFPA 25, 2011. Should any requirements in these specifications conflict with the latest edition of NFPA 25, the most restrictive requirement shall supersede, as determined by the Authorizing Representative.

B. Fire Protection System Requirements:

1. Successful bidder must possess the proper licenses as noted in Louisiana Administrative Code, Title 55, Part 5, Chapter 30 Section V.

GENERAL

1. The successful bidder shall provide periodic Testing and Inspection services on the Fire Protection System in accordance with the latest edition of NFPA 25.

2. Fire Protection System components include:

a. Sprinkler systems: Wet Pipe and Dry Pipe including tampers and flow switches

b. Stand-Pipe Systems

c. Fire Pump

FIRE SUPPRESSION SYSTEMS INSPECTION AND TESTING

Reference numbers identified in the following activities refer to instructional provisions discussed in the latest edition of NFPA 25. The successful bidder shall be responsible to follow these instructions to perform the appropriate type of testing and inspection on each system component.

1. Keep logs of all components serviced, tasks completed, problems that arose and events that occurred.

2. Make logs available for review, as requested by the Authorized Representative.

3. Attend weekly or as directed meetings.

4. Notify Authorized Representative at the start of each event.

5. Supplement the Inspection and Testing Report, to include the following:

a. Identify the reporting period. i.e., monthly, quarterly, etc.

b. The Equipment and/or system for which work was performed. i.e., Sprinkler, Fire Pumps, etc.

c. Identify the type of event. i.e., Testing, Inspection.

d. Corrective actions (repairs) to be taken on the system.

e. Condition of system at completion of periodic event.

f. Report by respective system any part thereof that is noncompliant with the latest edition of NFPA 25 or 12A.

6. Provide documentation as requested by the USDA Rep.
