About this file
This is a Frequently Asked Questions document supporting RFP#71 issued by the Southwest Regional Recreation Authority (SRRA), operating as Spearhead Trails, for professional appraisal services related to federal land acquisitions in Virginia. SRRA is seeking UASFLA (Uniform Appraisal Standards for Federal Land Acquisitions) and Yellow Book-compliant appraisals for six parcels totaling approximately 180 acres in Wise County, Virginia. All six acquisitions are intended as whole fee simple acquisitions. The appraisal must be developed as UASFLA-compliant from the outset rather than adapted from another appraisal standard. SRRA will provide parcel information at project kickoff, including parcel IDs, owner names, approximate acreage, available deeds, surveys, and existing title or valuation information. SRRA will also coordinate initial contact with property owners for inspection scheduling, with the contractor then coordinating inspection details directly. August 21 is SRRA's target delivery date for the initial signed appraisal report(s), though alternative schedules are acceptable and will be evaluated during proposal review. Draft reports are required for SRRA's administrative review prior to independent appraisal review, and the contract includes one complete response cycle to administrative and independent appraisal review comments. Final reports must be signed and delivered as searchable, bookmarked PDF files with supporting electronic exhibits and documentation.
The lead appraiser must hold a current Virginia Certified General Real Estate Appraiser license. Demonstrated experience preparing UASFLA-compliant appraisals is required, with experience in LWCF, federally assisted acquisitions, or public acquisition work strongly preferred. Proposers should provide at least one reference from comparable projects, preferably involving UASFLA, LWCF, federally assisted acquisition, or similar public acquisition appraisal assignments. Proposals should include task-level cost breakdowns covering the required appraisal work and one response cycle to review comments. SRRA has not established a project budget and will use submitted proposals to inform final budget determination. Evaluation will be based on relevant qualifications and experience, demonstrated UASFLA experience, proposed approach, proposed schedule, and references from comparable projects. The appraiser must independently determine highest and best use consistent with UASFLA requirements and determine market value based on market-supported highest and best use, without attributing value based on SRRA's intended recreational use, public benefit, conservation goals, or recreation objectives. The effective date of value will normally be the date of the appraiser's most recent physical inspection unless otherwise instructed in writing. SRRA will separately procure an independent appraisal review outside the contractor's scope of work.

SRRA UASFLA Appraisal Procurement – Frequently Asked Questions
• How many parcels are included?
The assignment includes six (6) parcels totaling approximately ±180 acres in Wise County, Virginia.
• Are these partial acquisitions or whole-property acquisitions?
All six acquisitions are intended to be whole (fee simple) acquisitions. The appraiser is still expected to analyze whether any parcels constitute a larger economic unit as required by UASFLA.
• Will SRRA provide parcel information?
Yes. At project kickoff, SRRA will provide:
o Parcel IDs o Owner names o Approximate acreage o Available deeds o Available surveys o Existing title or valuation information in SRRA's possession
• Will SRRA coordinate access with the property owners?
Yes. SRRA will facilitate the initial contact with property owners for scheduling inspections. The Contractor will then coordinate inspection details directly with the owners consistent with UASFLA requirements.
• Does the appraisal have to be UASFLA compliant from the beginning?
Yes. The appraisal must be developed as a UASFLA-compliant appraisal from the outset and may not be a USPAP appraisal later modified to resemble a Yellow Book appraisal.
• Will a review appraisal be required?
Yes. SRRA will separately procure the independent appraisal review. The review is outside the Contractor's scope of work, but the appraisal must be prepared to support that review.
• Who is paying for the appraisal review?
SRRA will procure the appraisal review separately. It is not part of this contract.
• Does the Contractor need to respond to review comments?
Yes. The contract includes one complete response cycle to administrative comments and independent appraisal review comments.
• Is a draft report required?
Yes. Draft reports are required for SRRA's limited administrative review before submission for the independent appraisal review.
• Can restricted appraisal reports be submitted?
No. The scope requires written UASFLA appraisal reports. Restricted appraisal reports and oral reports are not acceptable.
• Should one report be prepared or six?
Separate reports are preferred. However, the Contractor may recommend a combined project appraisal report if appropriate. Any combined report requires written concurrence from both SRRA and the Commonwealth's LWCF administering agency.
• What format should the reports be delivered in?
Final reports must be signed and delivered as searchable, bookmarked PDF files.
• Are workfiles required?
The scope requires supporting electronic exhibits and documentation relied upon in the appraisal, subject to licensing and confidentiality requirements.
• Is August 21 a mandatory completion date?
August 21 is SRRA's target delivery date for receipt of the Contractor's initial signed appraisal report(s).
• What if our firm cannot meet the August 21 target?
Contractors are encouraged to submit proposals with the earliest achievable completion date. While all evaluation criteria will be considered, SRRA will give significant consideration to proposals that can complete the work closest to the target delivery date.
• Will proposals be rejected solely because the contractor cannot meet August 21?
No. Alternative schedules are acceptable. However, proposed completion dates will be considered during proposal evaluation.
• What license is required?
The lead appraiser must hold a current Virginia Certified General Real Estate Appraiser license.
• Is Yellow Book experience required?
Demonstrated experience preparing UASFLA-compliant appraisals is required.
Experience with LWCF, federally assisted acquisitions, or eminent domain/public acquisition work is strongly preferred.
• Must references be provided?
Yes. References from comparable projects are requested. If the proposer has applicable experience, at least one reference should be from a UASFLA (Yellow Book), LWCF, federally assisted acquisition, or similar public acquisition appraisal assignment.
• What should pricing include?
Proposals should provide a task-level cost breakdown sufficient for SRRA to evaluate value and scope. Pricing should include the required appraisal work and one response cycle to appraisal review comments.
• Is there an established project budget?
No. SRRA has intentionally not established a project budget and will use submitted proposals to help inform final budget determination.
• What evaluation factors will be used?
SRRA will evaluate proposals based on:
o Relevant qualifications and experience o Demonstrated UASFLA experience o Proposed approach o Proposed schedule o References from comparable projects
• What effective date of value should be used?
Unless otherwise instructed in writing by SRRA or the Commonwealth's LWCF administering agency, the effective date of value will normally be the date of the appraiser's most recent physical inspection.
• Is highest and best use predetermined?
No. The appraiser must independently determine highest and best use consistent with UASFLA requirements.
• Should the appraiser consider SRRA's intended recreational use?
No. The appraisal must determine market value based on the property's market-supported highest and best use and may not attribute value based on SRRA's proposed use, public benefit, conservation goals, or recreation objectives.
• Will GIS mapping, aerial photography, or additional property information be available?
Yes. Upon contract award, SRRA will provide all available property information in its possession, including parcel information, available surveys, deeds, and other relevant documentation. Additional mapping resources may be provided as available to assist the Contractor.
