About this file
This justification document outlines a sole source bridge contract awarded to Ikun, LLC to provide continued management consulting services to the FBI Strategic Review Office. The FBI requires three senior management analysts at an estimated total cost of $624,960 to support time-sensitive projects for the Deputy Director through September 2020. While the incumbent Ikun contractors possess the requisite security clearances and expertise to ensure no disruption in services, the FBI will conduct a new full and open competition to award a replacement contract by June 2020 utilizing the GSA Oasis Small Business pool.

FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 USC
3304(a)(1) Requisition Number: DJF-20-0040-PR-0002817
Date: 2/18/2020
Estimated Contract Dollar Value: $624,960.00
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Professional Services Acquisition Unit (PSAU), has prepared this justification for other than full and open competition for senior level support of three (3) management consultants, provided by Ikun, LLC., performing research and analysis, report composition, strategic planning, process improvement and knowledge management interfacing with HQ and offsite locations on behalf of the Strategic Review Office (SRO), Director’s Office.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
Seeking the continuation of current service level as provided by the labor hour contract awarded to Ikun in support of SRO on 15F06719C0001336, from 03/30/2020 and NTE six (6) months or 9/29/2020, on a sole-source award basis. During this time the new contract will be re-competed.
3. A description of the supplies or services required to meet the agency’s needs.
The requirement is to provide continued services of three (3) Senior Management
Analysts/Consultants in the Strategic Review Office at an estimated total cost of $624,960 for the maximum six (6) months. The contracting officer however anticipates the new award to be made on or about 6/19/2020, but no later than 9/29/2020. The estimated total cost from 3/30/2020 to 6/19/2020 is $312,480. This will allow SRO to accomplish current work products in support of the Deputy Director’s priorities or other areas of special interest.
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, “Only One
Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
Requisition Number: DJF-20-0040-PR-0002817 Version 1.0 Page 2 of 3
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The SRO contract staff is working with government personnel on significant time sensitive projects at this time and stoppage of work for any extended period would be harmful to the FBI. The projects which the Deputy Director has assigned the SRO recently have time requirements. A 2019 event project must be complete prior to the Deputy Director making public statements at a conference and expected testimony in front of Congress, ensuring that he was fully informed and making accurate statements. Additionally, an ongoing project is required to be completed prior to budgetary recommendations to DOJ. The Ikun contractors provide tremendous support to the DO in support of these time sensitive projects.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
The nature of this request is to sole source for the successful retention of the incumbent contracted support (Ikun) during any and all gap between the end of contract 15F06719C0001336 on 3/30/2020 and the government’s ability to award the new fully competed contract on Req # DJF- 20-0040-PR-0001531, on or about 06/19/2020, but no later than 9/29/2020.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the
Government will be fair and reasonable.
No price escalation is expected maintaining the current labor cost per hour of $217 for the three Senior Management Analysts. Referencing gsa.calc.gov, the average rate for the requisite experience and education is $270/hour.
8. A description of the market research conducted and the results.
The FBI conducted extensive market research as part of the acquisition planning process for the Management Analytic support requirement on Req # DJF-20-0040-PR-0001531, determining full and open competition among all 8a vendors on GSA Oasis Small Business Pool One is the best method for the re-compete of this requirement.
For the bridge contract specifically, the FBI’s market research did not reveal any existing vendors with the requisite internal FBI security reviews and technical capability to ensure no break in service after March 30, 2020. Accordingly, despite the FBI’s extensive market research for the new Management Consultant Support procurement, the FBI must rely on Ikun, the incumbent vendor, for ongoing SME support until a new contract is competed and awarded.
9. Any other facts supporting the use of other than full and open competition.

10. A listing of any sources that expressed a written interest in the acquisition.
As indicated in section 8, there are no existing vendors with the requisite internal FBI security reviews and technical capability to ensure no break in service before a new contract can be competed and awarded. This contract is exempt from synopsis in accordance with FAR 6.302-1(a)(2)(ii)(B) - Unacceptable delays in fulfilling the agency’s requirements, and FAR 5.202(a)(2), unusual and compelling urgency precludes synopsizing in advance.
The new Management Consultant Support procurement will be competed full and open among all 8a vendors on GSA Oasis Small Business Pool One. All responsible bidders will be reviewed and synopsized to ensure the maximum amount of competition possible.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The continued support requested herein retains the Senior Management Analyst/Consultants and the sustained activities of the SRO, while the full contract will be re-competed during the duration of this bridge.
The planning of the competition has begun. Of the six (6) month bridge, it is expected that only an estimated three (3) months will be needed to finalize the competitive procurement, with award on or about 6/19/2020, but no later than 9/29/2020. Issuance of Solicitation is planned for April 2020, which supports the limited need for the bridge. Presently, acquisition documents are under OGC review and April ARB.
