General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ), and a written solicitation will not be issued.
2. This solicitation is being issued as a Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set aside for small businesses. The North American Industry Size Classification System (NAICS) code associated with this requirement is 336212, 1000 employees.
Description: This requirement is for one (1) Search and Recovery Trailer. The customized trailer will store all Search & Recovery real-world required equipment. The equipment is for JB Andrews Search and Recovery team to respond to a major incident in the National Capital Region requiring search and recovery operations.
Physical characteristics Design, construct and deliver a 7 x14 foot V-shaped nose trailer with side opening lockable door and fold down rear door with latches capable for key or combination lock
1. The trailer MUST be 7' X 14' (width x length)
2. MUST have Department of Transportation (DOT) approved lighting.
3. Trailer may have a single 5200 lb axel/ 5200# St225/15 D Spare tire with 6 bolt silver wheel/spare tire carrier
(tongue mount)
4. Trailer WILL NOT have any braking system controlled by the towing vehicle. It will have a breakaway kit which is designed to bring the trailer safely to a stop by activating the electric brakes should the trailer disconnect from the tow vehicle during transit.

Delivery Personnel without authorized base access will need to be vetted IAW Visitor Control Center Procedures.
Delivery will be scheduled with applicable personnel at time of contract award.
Delivery will be made during normal hours of operation (0800-1600) during a normal duty day (Monday – Friday to exclude all Federal holidays or Joint Base Andrews Closing).
Delivery personnel will remove shipping materials and containers from delivery site upon completion of delivery.

Instructions to Offerors
FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later.
than the established deadline.
2. Quotes must be valid for 90 days.
3. Please provide pictures and descriptions of the Search and Recovery Specifications to demonstrate that they are in accordance with the Essential Physical Characteristics as detailed above. Please also provide a delivery date. The Government intends to award a firm-fixed price contract for the following: Quote in response to this solicitation must reflect CLIN structure identified in table 1.

Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
- Technical acceptability: To be determined technically acceptable, the security booths must meet the essential physical characteristics and every effort must be made to meet the desired delivery timeline.

As prescribed in 32.706-1(a), insert the following clause:
Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
