(USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.
Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.
This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer.

11. STATEMENT OF DUTIES
1. General Statement of Purpose of the Contract
USAID/Tanzania requires the highly specialized technical services of a Senior Supply Chain
Management System (SCMS) Advisor for the Health Systems team to oversee complex supply chain related activities, including commodity procurement and systems strengthening, in
Tanzania. The position supports a data- driven and streamlined public sector procurement and distribution system that incorporates essential reproductive child health (RCH), family planning
(FP), tuberculosis (TB), malaria, HIV/AIDS, and other essential commodities. The Senior
Advisor will oversee supply chain activities for the U.S. Government’s (USG) President’s
Emergency Plan for AIDS Relief (PEPFAR) program, President’s Malaria Initiative (PMI), FP, Maternal and Child Health (MCH), and TB Programs. This includes non-USG support provided by other development partners (DPs) to ensure availability of FP commodities.
USAID’s health activities, in Tanzania, meet the needs of a large number of beneficiaries and has an extensive geographical coverage. The Agency’s supply chain portfolio is estimated at
US$120 million per year. The Senior Advisor will ensure that sound policy, strategic and technical analysis occurs in support of these objectives; monitoring and evaluation systems, meet management and reporting requirements; coordination with USG and other partners serves supply chain needs; and that reinforcing Tanzania’s sustainable capacity in these functions is aggressively pursued. The Senior Advisor will serve both USAID and the USG PEPFAR team as the principal expert, source of guidance, and representative on health commodities supply chain management challenges and issues, opportunities, and progress. Besides serving both
USAID and PEPFAR, the Senior Advisor will also coordinate with other major supply chain efforts, including those implemented through the Global Fund for AIDS, TB and Malaria, other donors and key stakeholders. In addition, the incumbent will collaborate with other supply chain advisors and assistants who contribute to the supply chain portfolio in Tanzania.
2. Statement of Duties to be Performed
The position sits within the Health Systems Strengthening Team, in the USAID Health Office, The Senior Advisor will collaborate with other supply chain advisors; other Health Office program staff; legal and political advisors; and PEPFAR interagency colleagues to lead policy, technical and management expertise for the USG’s HIV/AIDS supply chain services support to
Tanzania. As lead technical expert, s/he will also serve as USAID’s supply chain expert for
RCH, FP, Malaria, TB, and HIV/AIDS. S/he will provide policy, strategic and technical advice and expertise to the USAID health office and interagency USG PEPFAR team. If delegated by the Health Office and the Contracting Officer (CO), the position could assume
Contracting/Agreements Officer Representative (COR/AOR) duties for the contracts/cooperative agreement and could carry full technical and managerial oversight responsibilities for various programs. The incumbent will strengthen and expand other existing partnerships for supply chain improvement. S/he will direct attention to policy, institutional and other barriers to effective commodity supply, and identify and advocate innovations, best practices, reforms and training to remedy problems. The Senior Advisor works closely and manages core supply chain management (SCM) duties and responsibilities, in collaboration with a Supply
Chain Specialist and other members of the HSS team.
Specific duties and approximate time allocations follow by area of responsibility.
1. Technical leadership in supply chain management (40% of time)
• Interpret USG supply chain management policy and furnish related analysis and advisory assistance to the Government of Tanzania (GOT). Illustrative policy areas include drug protocols; supply chain integrity (drug quality assurance, commodity security); integrated supply chain services for all health program components; sustainable supply chain financing, promoting and informing best practices for product importation and clearance with key government counterparts.
• Strategic and technical leadership to inform key policy actions/decisions with national regulatory and planning authorities on international best practices for importation and clearance of life saving commodities and medicines. Identify and apply innovative approaches and best practices to achieve supply chain management goals.
• Work with the key Government counterparts that include the central Ministry of Health, Community Development, Gender, Elderly and Child (MOHDCGEC) Pharmaceutical
Services Unit (PSU), the Tanzania Medical and Medical Stores Department, District
Health Management Teams, and individual facility managers to strengthen forecasting of drug and other commodity requirements, and management of their procurement, distribution and storage in Tanzania.
• Act as liaison between USG supply chain implementing partners and the GOT to develop supply chain policies, systems and procedures that ensure reliable and timely procurement and distribution of, and access to, essential health and commodities medicines. These include but are not limited to anti- retroviral drugs, HIV test kits and laboratory supplies, with attention to injection and blood safety, malaria, family planning and other essential health commodities. Represent the USAID Health Office and the USG
PEPFAR team in supply chain technical and coordinating meetings with the GOT; other donors; and Tanzanian and international non-government and private sector organizations.
• Collaborate with the USAID HSS Team lead, the Supply Chain Specialist, the Senior
Advisor for Public/Private Partnerships to develop and support Tanzanian and international partnerships which leverage resources for supply chain services on a steadily expanding, sustainable scale.
• Facilitate and coordinate with key donors and development partners on emerging best practices for logistics and supply chain management, including increased use of data driven systems and approaches to advance SCM improvements.
• Contribute technical and management expertise and rigor to USG thematic groups-including the PEPFAR Technical Working- and produce relevant portions of the Country
Operating Plan.
2. Management and Supervision (30% of time)
• Oversee and Jointly manage the supply chain portfolio of activities estimated at USD $120 million per year.
• Possibly serve as activity manager and COR/AOR, as designated/ delegated by the
CO/HO, for supply chain, infrastructure and equipment maintenance projects and other activities that USAID may undertake. Duties include programmatic and financial oversight; seeing that suitable management information and impact monitoring and reporting systems are in place; and ensuring that obligations, expenditures and pipelines conform to work plans, and that incremental funding is appropriate and timely.
• Conduct work plan review and negotiation, ensuring that contracted technical advice is appropriate, timely and effective.
• Document and report program performance; conduct regular site visits to monitor availability and quality of commodities; review all written reports and furnish feedback to partners; verify asset use; assist with and conduct commodity demand forecasting;
recommend and pursue measures to improve supply chain implementing partners performance.
• Ensure that programs are implemented in compliance with relevant USAID and Office of the Global AIDS Coordinator (O/GAC) guidelines, policies, regulations and procedures.
• Coordinate and manage the SC portfolio together with the Supply Chain Specialist, delegating responsibilities to ensure effective performance and accomplishment of key goals
• Supervise the HSS Foreign Service National (FSN) supply chain specialist and program assistant, with a focus on developing capabilities, mentoring and coaching.
3. Representation and Coordination (20% of time)
• Promote communication and full partnership with USG supply chain Implementing partners, and the MOHCDGEC- including PSU, Medical Stores Department, the Tanzania
Food and Drug Administration and appropriate regional and local public sector and non-governmental entities.
• Be a key liaison for coordination between USG Supply Chain implementing partners and all USG PEPFAR agencies, other USG contractors and awardees, other donors – particularly the Global Fund for AIDS, TB and Malaria - and site managers, to be sure forecasting, ordering and delivery needs are met and coordinated for drugs, testing kits, lab equipment and other essential supplies.
• Serve as key USAID interlocutor with other USG agencies on supply service requirements, performance standards/objectives, and related funding.
4. Office -wide activities (10% of time)
• Contribute to and support HSS -wide duties and tasks related to strategic planning, operational planning, (COP/MOP/OP) and support for the PEPFAR design and implementation cycles.
• Organize and support field visits by external parties that highlight SCM in action.
• Help the USAID’s Development Outreach Coordinator’s (DOC) office maintains web site sections and public releases relevant to USG support for supply chain management.
3. Supervisory Relationship: The incumbent will be performed under the general supervision of the Health Systems Strengthening Team Lead.
4. Supervisory Controls: The incumbent will exercise direct and or functional supervision over
FSN staff- that include SC specialist, to achieve the goals of the supply chain program.
12. PHYSICAL DEMANDS: The work requested does not involve undue physical demands.
II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
a. Education: A master’s degree in international affairs/ development, public health, logistics management, systems and /or health administration; industrial engineering; or comparable education.
b. Work Experience: 8 years’ experience in pharmaceuticals management, health commodity logistics, supply chain capacity building and management in developing country contexts.
HIV/AIDS programmatic experience preferred. Experience with successfully leading large international health programs and systems strengthening actions, as well as with working closely with high-level host government officials, the private sector and multilaterals.
c. Language: Level IV English ability (fluent) is required. The incumbent must possess a high degree of proficiency in both written and spoken English.
d. Knowledge:
● Demonstrated in-depth knowledge and understanding of key concepts, practices in supply chain, procurement and logistics management
● Demonstrated knowledge and understanding of international rules and regulations on procurement and supply chain management.
● Experience with successfully leading large international health programs and systems strengthening actions, as well as with working closely with high-level host government official the private sector and multilaterals.
● Ability to develop and summarize technical information in policy briefs and documents that inform high level decision making

● Excellent interpersonal skills and working collaboratively in teams and across the inter-agency to achieve results.

III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR
52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Candidates meeting the minimum qualifications for the position will be evaluated based on information presented in the application and reference checks.
