About this file
Source Pre-Qualification Requirements Summary
This is a Source Pre-Qualification Requirements document for the repair of C-5M Flap Asymmetry Brake components (NSN 1680-01-164-0384, Part Number 5903-105J and NSN 1680-01-525-8920, Part Number 5903-105L). The document establishes qualification criteria under RMSC C classification, requiring engineering source approval by AFLCMC/WLSEAB (C-5 Galaxy Division) to maintain part quality. These brakes are critical safety components that prevent asymmetrical flap system operation and emergency shutdown of the flap system on C-5M aircraft. Failure could render flaps inoperable or allow continued operation under asymmetrical conditions, risking severe damage and unequal aerodynamic loading across wings.
Prospective bidders must meet comprehensive qualification requirements including: submission of detailed facility layouts and equipment inventories; demonstration of prior experience repairing similar critical aircraft parts on large commercial or military transport aircraft, with supporting contract documentation and test results; implementation of ISO 9001-certified quality management systems; provision of detailed overhaul process plans following USAF overhaul manual 16C1-4-18-3; full traceability of materials and heat treatment certifications; identification of material, tooling, and outsourced process sources; and performance of a minimum 80% of repair work in-house. All applicants must pay pre-qualification costs. First article testing is required unless the bidder has repaired or manufactured this item within the last five years. Currently, Thomas Instrument, Incorporated (CAGE 5H860) is the only qualified source. The government point of contact is Samuel Stahl, AFLCMC/WLSEA, Robins AFB, Georgia.

SOURCE PRE-QUALIFICATION REQUIREMENTS
RMSC C: The part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by the qualified source(s) require repair of the part by the approved source(s). The approved source(s) retain repair knowledge, or technical data that are not economically available to the government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant government engineering activity, AFLCMC/WLSEAB (C-5 Galaxy Division).
SECTION A: ITEM IDENTIFICATION
SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION
REQUIREMENT
The C-5M Flap Asymmetry brake is used when an asymmetrical condition in the flap system is detected to stop the system to prevent asymmetrical aerodynamic loads and prevent further damage to the system. The two flap asymmetry brakes are capable of preventing the entire flap system from moving. These parts are critical to the emergency shutdown of the flap system on the C-5M aircraft.
C-5M Flap Asymmetry brake repair requires strict control of processes to ensure adherence to quality control and testing requirements. Special tooling is required for the repair capability and special equipment is required for testing the flap asymmetry brake once repaired, consistent repair processes are needed to ensure that the flap asymmetry brake is repaired and will be operable and reliable in the event of an asymmetrical condition in the flap system in flight.
Failure of the flap asymmetry brake would either cause the flaps to become inoperable without having an asymmetrical condition, or would allow the flaps to continue operating under an asymmetrical condition which increases the risk of severe damage to the system and inequal aerodynamic loading across the wings, especially in times of flight with high flap usage, like takeoff and landing.
SECTION C: QUALIFICATION REQUIREMENTS

a. Potential bidders shall provide a summary of the company’s capabilities, including a detailed facility layout, a list of the machinery, fixtures, tooling and test and inspection equipment.
b. Potential bidders shall demonstrate the ability and have experience in repair of similar critical aircraft parts, which are currently in use on a large commercial or military transport aircraft. Potential bidders shall provide the following information on the similar items:
1. Contract Number
2. Procuring Agency
3. Contract Value
4. Number of assets shipped
5. Drawings and pictures of similar assets from various angles with written explanation of why the parts are similar
6. Testing requirements
7. Testing capabilities and demonstrate passing results with repaired items
c. Potential bidders shall provide a detailed quality plan implementing ISO 9001 (or equivalent). Evidence of independent, 3rd party certification that the quality program satisfies ISO 9001 requirements may be submitted in lieu of the actual quality plan.
d. Potential bidders shall provide a detailed overhaul process plan within the context of USAF overhaul manual 16C1-4-18-3 describing repair, inspection and testing procedures and shall provide for:
1. Traceability of batch/lot for repaired material and the certifications that said material meets all heat treatment, composition, and finish requirements as stated on the drawing
2. Identification of material, plating, and painting sources. Sources for raw materials shall be documented for each type of material utilized in the repair. No material, plating or painting waivers will be granted.
3. Identification of sources for required tooling identified in T.O. 16C1-4-18-3 Table 2-1 and Table 4-1
4. Identification of any requested alternate tooling/test equipment for evaluation of suitability, to include specifications, drawings and/or specification sheets as applicable and written justification of why the tooling/test equipment meets or exceeds the capabilities of the tooling within the USAF overhaul manual.
5. Identification of any process where the potential bidder wishes to deviate from the USAF overhaul manual with a detailed, written justification detailing why the alternate process is equivalent or superior to those within the USAF overhaul manual.
6. Identification of sources and qualifications for potential outsourced processes
e. Potential bidders shall perform a minimum of 80% of the repair workload in-house.
h. Once qualified, bidders shall be subject to first article testing if they have not previously repaired or manufactured this item within the last five years. If first article testing is failed, pre-qualification may be revoked
