About this file
This document is a Justification for Qualification Requirements established by the United States Air Force for a hydraulic swivel joint component used in F-15 aircraft systems. The item is identified by National Stock Number 4730011487849, Part Number 8241039-10, and is managed by the Engineering Support Activity (ESA) 417 SCMS/GUEA. The qualification requirement applies to the DoD Spare Parts Breakout Program under DFARS PGI 217.7506.
The qualification is mandatory due to criticality and complexity considerations. Production requires ESA approval to maintain part quality, as failure to procure from a fully qualified source could result in structural or functional deficiencies that degrade weapon system mission capability and potentially cause loss of aircraft or crew. Inadequate control of machining and processing characteristics could result in structural or durability degradation. Potential offerors must complete pre-contract award qualification requirements at an estimated cost of $1,050.00 and within an estimated 180 days. Qualification requirements include submission of a Source Approval Request (SAR) package, certification of facility and testing capabilities, verification of current technical data package compliance, process verification including Unique Identification requirements, submission of a qualified test plan and completion report, and provision of a qualification article for form, fit, and function evaluation. The Government retains the right to witness testing and inspect facilities. Offerors meeting specific Qualification Waiver Criteria (QWC) may apply for partial or full waiver of qualification requirements. The document is controlled by 417 SCMS/GUEA with Controlled Technical Information dissemination restrictions and is dated September 4, 2025, with Point of Contact Jason McBride at 801-777-7383.

Section C1 Text: a. Pre-qualification Notice/Sources Sought: The offerer shall notify the appropriate Government Small Business Office (AFSC.OL.SB@us.af.mil) or, if responding to a solicitation, the Contracting Officer of their intent to qualify as a source for this item. Offerers shall submit the Source Approval Request (SAR) package IAW AFMCI 23-113 and FAR 9.2 Qualification Requirements.
b. Facilities, Testing, and Inspection Capabilities: The offerer must certify to the Government they have or have access to, required facilities and equipment to manufacture, inspect, test, package, and store the item. The offerer shall make their facilities, equipment, tooling, and personnel available for evaluation and inspections by the Government.
c. Data Verification: The offerer must verify they possess the complete and most current ESA approved Technical Data Package provided by the Government procuring office. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offerer's possession. The offerer may also be required to produce copies of all applicable procedures, drawings, or specifications.
d. Manufacture/Process Verification: The offerer must manufacture this item to conform to Government requirements as prescribed within the ESA approved Technical Data Package. The offerer must show compliance with all Unique Identification (UID) requirements IAW DFARS 211.741 as prescribed within the ESA approved Technical Data Package. The offerer must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offerer to show compliance with Government requirements. The offerer shall also identify material sources and standards used for internal processes. If the item is deemed a Critical Safety Item (CSI), the offerer must provide a management plan on how Critical Safety Processes (CSP) and Characteristics (CSD) are manged.
e. Test and Evaluation and/or Verification: The offerer, at their own expense, shall prepare and submit to the ESA for their prior approval, a qualification test plan/procedure detailing how they intend to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by the ESA approved Technical Data Package. After completion, the offerer shall submit a complete test report to the ESA for their review and approval prior to contract award. The Government retains the right to exercise the option to inspect the testing processes, including on-site witnessing of any or all documented testing. The offerer shall notify the Government at least 30 days in advance of the occurrence of any testing that will be used as a basis for qualification. The offerer's facilities shall be made available for Government inspection during these tests.
Section C1 Text Cont: f. Qualification Article Verification: The offerer must provide, at their own expense, either a pre-contract award qualification article for evaluation by the Government or submit a waiver as specified in Section 2. If providing an award qualification article, it must comply with all requirements of the ESA approved Technical Data Package. The article shall be subjected to a form, fit, and function evaluation to demonstrate compatibility with the weapon system and to evaluate the manufacturing capability of the offerer. Offerers will be notified whether or not their qualification article passes or fails the required qualification testing within 120 days of submitting a product for qualification testing. Note that successful completion of the qualification testing does not guarantee any contact award. If the offerer is deemed qualified and awarded the contract, a post-contract award first article exhibit may be required to verify production capability.
g. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified:
h. Qualification Time Completion Estimate: ESA estimated likely time required, based on the complexity of the item and other factors shall be approximately: days
i. Qualification Time Limitation: An offerer may not be denied the opportunity to submit and have considered an offer for a contract if the offerer can demonstrate to the satisfaction of the Contracting Officer that the offerer (or its product) meets these standards for qualification or can meet them before the date specified for contract award. The award will not be delayed to provide the vendor with an opportunity to demonstrate its ability to meet the standards specified in the qualification requirement.
j. Evaluation of Proposals Not Previously Qualified: The offerer must be fully qualified in order to be eligible for a contract award. The offerer must fulfill all of the requirement stated, in writing, in the qualification requirement before the date specified for contract award. Once all requirements are met, the offerer will be listed as an approve source for this item. Approval, however, does not guarantee subsequent contract award.
QWC1 Text: The potential source submits written certification that the articles have been supplied to the Government or Original Equipment Manufacturer (OEM) (e.g. DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc.).
QWC2 Text: The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. Only if right and left are mirror images of each other, then approval can generally be given.
QWC3 Text: A source qualified to provide an assembly is usually qualified to provide sub assemblies, major components, and items of that assembly.
QWC4 Text: A source qualified to provide earlier dash number of basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.
QWC5 Text: A source qualified to provide a similar or like item can be qualified to provide the require item. However, for approval, the ESA must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the Original Equipment Manufacture or DoD.
QWC6 Text: A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, casting, etc., in the manufacturing process.

Section B1 Text: a. Criticality: Production of this item requires ESA approval in order to maintain the quality of the part. Failure to procure this item from a fully qualified source can result in structural or functional deficiencies that will degrade the mission capability of the weapon system and could cause loss of aircraft and/or crew.
b. Complexity, Manufacturing Processes, and/or Material Considerations: Inadequate control of characteristics associated with machining and processing of this item can result in product structural or durability degradation. Close tolerance matching of components is requires. Special care and attention to surface finish, assembly, and sealing to assure compliance with specified acceptance test requirements.
c. Form, Fit, Function, and Interface: The qualification requirements specified herein are necessary to verify the structural and/or functional integrity and/or fit, form, and interface of the item being procured.
