About this file

This is a Manufacturing Qualification Requirements document for a Nose Landing Gear Retract/Extend Actuator (Part Number 16VH203-4, NSN 1650-01-417-9655) used on F-16 aircraft. The document is controlled by the United States Air Force through the 417 SCMS/GUEA Engineering Support Activity and was signed on March 12, 2026.

Potential offerers must satisfy nine mandatory qualification requirements to become an approved source: submit a Source Approval Request (SAR) package to the Small Business Office or Contracting Officer; certify possession of required manufacturing, inspection, testing, packaging, and storage facilities and equipment; verify possession of the complete and current ESA-approved Technical Data Package including all procedures, drawings, and specifications; manufacture the item to conform to all Government requirements and Unique Identification (DFARS 211.741) requirements, with special management plans required if the item is classified as a Critical Safety Item; submit a qualification test plan for ESA approval detailing performance, environmental, mechanical, and quality assurance verification methods, with the Government retaining the right to inspect testing on-site with 30 days' notice; provide either a pre-contract award qualification article or submit a waiver request, with evaluation results provided within 120 days; and maintain full qualification status before contract award. The estimated cost to become qualified is $86,550.00, and the estimated qualification timeline is 365 days. Offerers meeting any of four source qualification waiver criteria (QWC 1-4) regarding mirror-image articles, sub-assembly manufacturing, dash-number variations, or business transitions may request partial or full waiver consideration by submitting written justification to the Small Business Office.

This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offerer's possession. The offerer may also be required to produce copies of all applicable procedures, drawings, or specifications.

d. Manufacture/Process Verification: The offerer must manufacture this item to conform to Government requirements as prescribed within the ESA approved Technical Data Package. The offerer must show compliance with all Unique Identification (UID) requirements IAW DFARS 211.741 as prescribed within the ESA approved Technical Data Package. The offerer must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offerer to show compliance with Government requirements. The offerer shall also identify material sources and standards used for internal processes.
