About this file

This is a Request for Information (RFI) issued by the U.S. Air Force for market research purposes regarding the ALQ-161 Countermeasure Defensive Avionics System. The government seeks to identify potential sources capable of manufacturing and delivering three critical components: Switch Assembly, Transfer (NSN 5930-01-199-1073, P/N 439505-1); Sector Summer Assembly (NSN 5996-01-268-8577, P/N 439501-1); and Switch Assembly, RF (NSN 5895-01-218-4258, P/N 441726-1). The AN/ALQ-161 is an advanced, fully integrated RF countermeasure defensive avionics system installed on the B-1B Lancer bomber that provides 360-degree simultaneous receive, warning, and active RF jamming/countermeasures coverage. The original equipment manufacturer is L3Harris (CAGE 00752). The government possesses specification control drawings and a Bill of Materials with drawings; new sources must demonstrate expertise, capabilities, and/or data to manufacture items meeting all form, fit, function, and interface requirements. Contractors must furnish all material, support equipment, tools, test equipment, and services, with responsibility for maintaining and calibrating all support equipment at their facility or a subcontractor's facility. Contractor-furnished material or parts must equal or exceed the quality of original materials or parts.

Responses to the Contractor Capability Survey (Part I and Part II) must be received no later than 30 days after the official posting date and submitted via email to Tamia Brown (Program Manager) and Victor Henderson (Contracting Officer). The survey requires comprehensive capability information across multiple areas including general capabilities, procurement experience, commerciality, continuity of operations, cybersecurity practices, foreign influence concerns, and CMMC certification status. Participants are placed on notice that participation in this market research may not ensure participation in future solicitations or contract awards, and the government will not reimburse expenses associated with participation. This RFI is for informational planning and budgetary forecasting purposes only and will not result in a contract award based on responses received.
