Defense Logistics Agency Aviation
About this file
This is a Justification and Approval (J&A) document for other than full and open competition for a federal contract opportunity.
The Defense Logistics Agency (DLA) Aviation Warner Robins is requesting authority to award a sole-source contract to GE Aviation Systems, LLC for C-5 Regulated Transformer Rectifier Unit (RTRU) 400 AMP components (NSN: 6120015249044UC, PN: 716340-1). The contract is a five-year Requirements Indefinite Delivery Contract (IDC) with Firm Fixed Price (FFP) terms, consisting of five one-year ordering periods with projected orders from June 15, 2026 through June 14, 2031. The procurement is being justified under FAR 6.302-1 (Only One Responsible Source) based on the part's military-unique design and proprietary nature. The requirement spans 60 units across five years (2 in Year 1, 28 in Year 2, 10 each in Years 3-5). The RTRUs are essential avionics components for C-5 aircraft, providing regulated +28 Volts DC at 400A maximum, with a sustainment life cycle through 2040. A Cost Breakeven Analysis determined that reverse engineering would not achieve savings until 2043, making sole-source procurement the least costly alternative; a reverse engineering and competitive acquisition process would delay critical spares by 4-6 years and potentially cause C-5 fleet grounding. Market research through a Sources Sought Synopsis posted to SAM.gov on August 14, 2025 (response date August 29, 2025) identified two potential vendors, both determined incapable due to lack of access to proprietary technical data. GE Aviation Systems, LLC (CAGE 19623), located at 1000 Macarthur Memorial HWY, Ronkonkoma, NY 11779-6026, is classified as a large business and is the sole approved source on Source Control Drawing 4B99005. The requirement will be synopsized on SAM.gov for contract award notification in accordance with FAR 5.201.

JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. Agency and Contracting Activity.
This Individual Justification & Approval (J&A) requests the authority for Other Than Full and Open Competition (OTF&OC) to support the requirements generated by the Air Force Sustainment Center (AFSC). The Requirement Office is the 409th Supply Chain Management Squadron (SCMS)/GUMAA. The Contracting Office for this requirement is Defense Logistics Agency (DLA)/AWB at Robins Air Force Base, GA. The purchase request number supporting this contracting action is FD2060-26-00099.
II. Nature and/or description of the action being approved.
Due to the circumstances described herein, this activity requests authority to acquire spares listed in this J&A using Other Than Full and Open Competition (OTF&OC) as prescribed by FAR 6.302-1, Only One Responsible Source and No Supplies or Services Will Satisfy Agency Requirements. This action will result in an award of a new five (5) year contract consisting of
(5) one-year ordering periods, that will be a Firm Fixed Price (FFP), Requirements Indefinite Delivery Contract (IDC). Based on the projected contract award date, orders can be issued 15 June 2026 through 14 June 2031.
This sole source requirement will be purchased from the following vendor:
GE Aviation Systems, LLC 1000 Macarthur Memorial HWY Ronkonkoma, NY 11779-6026
CAGE: 19623
Large Business
III. Description of supplies/services required to meet agency needs.
This requirement is for C-5 Regulated Transformer Rectifier Unit (RTRU) 400 AMP, NSN:
6120015249044UC PN: 716340-1. This part is peculiar to and used on the C-5 aircraft only. The RTRUs provide regulated +28 Volts Direct Current (VDC), at 400A maximum. The RTRU takes input 115 Volts Alternating Current (VAC), 400 Hertz (Hz), 3-phase power. For the 400 AMP RTRU, there are two (2) assets per aircraft. The RTRU is an essential asset for C-5 Avionics.
The current sustainment life cycle for these items is 2040. The projected requirements are as shown below.
to support this production requirement and that they are not interested in selling related data rights at this time.
A Cost Breakeven Analysis for NSN: 6120-01-524-9044UC was conducted in Dec 2025. The alternatives used were Sole Source and Reverse Engineering/Open competition. The following are the assumptions that were used while conducting the analysis.
A 20 year time frame was used for the analysis period based on the expected service life of NSN: 6120-01-524-9044UC aligning with expected sunset of C-5 Aircraft in 2045.
Annual calibration costs were based on 2026 calibration price adjusted for inflation (3.5%)
Reverse engineering effort requires two (2) years. Investment costs were based on engineers working for two (2) years to develop the technical data package and approve the prototype. The reverse engineering, prototype, and data development is based on the similar Fuel Quality Indicator/Fuel Quality Totalizer reverse engineering program.
The Savings/Investment Ratio, Payback Period and Total Present Value of new Investment are provided below. A desired SIR is or greater, indicating that for every dollar invested, a dollar or more is earned as a return on investment. The Payback Period indicates how many years it takes to recoup dollars invested. Total Present Value of new Investment indicates how much it would cost to reverse engineer the RTRU in current year price values.
a. SIR = return on every dollar invested)
b. Payback Period = 18 years
c. Total Present Value of new Investment=
Based on the analysis, the savings gained through competition do not offset the costs of reverse engineering until 2043 with due sunset of C-5 aircraft in 2045. Overall, the analysis indicates sole source procurement is the least costly alternative.
Awarding to any other source would result in unacceptable delays in fulfilling the Air Force mission requirements. A reverse engineering effort for RTRU is estimated to take approximately 2-4 years. Additionally, another 2 years would be necessary for procurement package development, funding, and award of competitive acquisition strategy. This would cause an unacceptable delay in the support of RTRU spares requirements. A delay of this nature would substantially impact the C-5 fleet. Without the RTRU procurement effort, there is potential fleet grounding of the C-5 aircraft and delays in Programed Depot Maintenance (PDM) schedule.
GE Aviation Systems, LLC, is the only firm capable of providing the requirements described in Section III. GE Aviation owns the technical data, has technical capability and has their CAGE listed as the sole approved source on the Source Control Drawing 4B99005.
Accordingly, GE Aviation Systems, LLC, is the only firm capable of providing the requirements described in Section III above without the United States Air Force (USAF) experiencing substantial duplication of cost that could not expected to be recovered through competition and unacceptable delays in fulfilling its requirements
V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.
A Sources Sought Synopsis (SSS) was posted to SAM.gov on 14 Aug 2025 with a response date of 29 Aug 2025 under Solicitation Number SPRWA1-26-00055. The SSS requested responses from interested vendors that possess the expertise, capabilities, and experience to meet qualification requirements for this effort. The following vendors responded to the SSS:
BHPE LLC (9SWS7)
SRA OFFICE SOLUTIONS, LLC
The vendors were evaluated for their capability and determined to be not capable based on whether they have access to the proprietary data necessary to support this production effort. The incumbent, GE Aviation Systems, LLC was determined to be the only capable vendor.
The requirement will be synopsized on SAM.gov in accordance with FAR 5.201 notifying industry of a sole source award to GE Aviation Systems, LLC. If any source responds to the Contract Award Synopsis, the Government will review their capabilities and make a determination whether or not they have the capability to produce the C-5 Regulated Transformer Rectifier Unit (RTRU) 400 AMP, and if they are capable, will be identified to the prime contractor as a potential subcontracting opportunity.
VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Based upon (1) certified cost or pricing data provided in the offeror's proposal in accordance with FAR 15.403-4; (2) the program office or expert technical personnel analysis of the offeror's Basis of Estimates; (3) inputs from the Defense Contract Management Agency, the contracting officer expects to determine the anticipated cost to the Government to be fair and reasonable.
VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was conducted in accordance with FAR Part 10.001 and 10.002. The Market Research Report was completed on 01 Dec 2025. The market research techniques used are as follows:
As described in Section V above, a SSS was posted to SAM.gov advising industry of the pending acquisition and soliciting inquiries from interested vendors. The SSS was posted on 14 Aug 2025 under Solicitation Number SPRWA1-26-00055. Two interested vendors responded to the SSS.
The vendors were evaluated for their capability and determined to be not capable. Attempts to obtain further information from BHPE LLC were unsuccessful. SRA OFFICE SOLUTIONS, LLC submitted a Capability Statement, but it lacked details regarding C-5 RTRU (400 AMP) manufacturing experience and past performance data.
An Internet query utilizing the Google search engine with criteria “716340-1” yielded no results outside of NSN lookup sites and web scrapers. A search of CAGE code “98897” on https://cage.dla.mil identifies Lockheed Martin as a U.S./Canada Manufacturer. However, the screening sheet lists Lockheed Martin as the Design Activity, while GE Aviation Systems, LLC (CAGE 19623) is identified as the actual manufacturer.
A small business dynamic search was conducted under NAICS 335311 using keywords "Regulated Transformer Rectifier Unit and RTRU" on the web database below. The results of the Small Business Administration (SBA) Quick Market search returned results; however, the IPT conducted a thorough review of the results and concluded that none of the capabilities align with subject NSN.

The RTRU 400 AMP does not fit the definition of a commercial item as defined in FAR Part
2.101. This item is defined as military unique and is not customarily used by the general public or by non-Governmental entities. The Government requires parts that meet an exact form, fit, and function as determined by the specific mission. There are no aircraft in the commercial market with the same or similar components.
The market research concluded that GE Aviation Systems, LLC is the only vendor capable of fulfilling the Government’s requirement.
