Question 1 Can you extend the proposal due date to 8/31/2021?

ANSWER: The Government is unable to extend the proposal due date.

Question 2 Are we allowed to price tooling separate from the pricing matrix to increase our capacity to produce higher volumes?

ANSWER: All costs should be rolled up into the unit price of each NSN.

Question 3 Can the pricing matrix be revised? We need the ability to price at ranges less than maximum and not show in error on the matrix.

ANSWER: The Government is unable to revise the Pricing Matrix at this time. The Government has established the maximum range quantities based on the forecasted estimated maximum quantities per ordering period for the entire multiple award contract. Due to the full and open competitive nature of this effort, all offerors must provide pricing up to this maximum, however, offerors are able to establish the ranges which best reflect their capabilities.

Question 4 The required delivery schedule tab of the pricing matrix states required delivery at 10 per month which totals 120 bladders per year for each PN. This quantity of 120 bladders does not match to the production ordering period nor the TEP estimated quantities.

ANSWER: Each 12-month ordering period is the stated time for which the Government may place orders. The corresponding delivery period of each order is not limited to 12-months. Specific delivery schedules will be determined at the time orders are placed, and will be based on the stated delivery terms of 180 days ARO and a quantity of 10 per month. For example, if an order is placed on 1 October 2021 for a quantity of 200 each, delivery of that order would begin 30 March 2022 and be complete in October of 2023.

As stated in note (d.) Tab 5, Total Evaluated Price (TEP) on the Pricing Matrix, the TEP estimated quantities are derived from the cumulative estimated quantities for each period regarding each contract line item. These estimated quantities reflect the total estimated quantities, based on the Government’s forecast current as of March 2021, for the entire 5-year ordering period for the complete multiple award effort.
