PART I - THE SCHEDULE

SECTION B

SUPPLIES OR SERVICES AND PRICES/COSTS

This effort is a Small Business Set Aside.

The C-5 Wing Tip Box is representative of a complex assembly made up of an aluminum frame and bonded aluminum honeycomb and fiberglass panels that requires specialized tooling and highly controlled manufacturing processes. The manufacture of this item is a build to print requirement for 3D Models/Data, First Articles and Production. The data packages available for this effort are of the legacy variety and rely on mylars and loft data to define contours that are presented in a spatial reference system format. Government Furnished Equipment (GFE) or Government Owned Tooling is not available for loan.

Quantity: The exact required quantity is not known at this time. The quantities reflected in the solicitation represent the Government’s Best Estimated Quantities (BEQs) based on the actual procurement history and projected requirements. These BEQs do not represent a minimum or a maximum quantity. Failure of the Government to order the BEQ shall not entitle the contractor to an equitable adjustment in price under the contract. One item or none may be ordered in some years.

Note 1: The Government intends to award a single FFP Requirements type contract for the supplies specified herein. The total ordering period for the entire contract will not exceed sixty (60) months.

Note 2: The ordering period will begin upon date of Contract/ Delivery Order award. The pricing periods will be established within the “Pricing Matrix” spreadsheet, (included under Section J – List of Attachments) identifying NSNs, quantity ranges and unit/total prices for Contract Line Item Number (CLIN) 0001 thru CLIN 0006 for the ordering period. CLINs within the solicitation contain quantity ranges. However, the contractor is encouraged to provide economic price breaks that are considered advantageous to both the contractor and the Government IAW FAR 52.207-4. It is anticipated that this spreadsheet, completed by the offeror, will be incorporated into the contract for pricing purposes.

Estimated contract value is determined based on the BEQ quantity under each Pricing Period extended by the corresponding unit price for the sum of all periods as shown on the Pricing Matrix.

For purposes of proposal submission and evaluation, supporting documentation will be required for each Quantity Range by CLIN, for each Pricing Period and will follow the parameters set forth in FAR 15.403-5(b)(1) unless stated to be otherwise made available upon request.

Note 3: Cost Model Request

Contractor is requested to include the following with their proposal as applicable in order to expedite Government proposal review/analysis:

- Cost models in excel with live formulas reflecting cost components and the build-up of Unit Pricing from major cost elements

- Subcontract proposals/supporting data/cost-price analysis reports

- See proposal adequacy checklist IAW 252.215-7009

All information supporting each CLIN should be visible and verifiable in the Excel Model. This data is necessary for this particular acquisition in order to reflect contractor understanding of the work to be performed and is required IAW FAR 15.404-1(d)(c). (See Note 7 below.)

Materials: In providing the Consolidated Bill of Material (CBOM), the Cost Model should include pricing for all vendors /suppliers/subcontractors and should be sortable by vendor. The Government requests this same information which flows down to your subcontractors and Interdivisional Work Orders (IWO) be provided by the contractor.

Labor: The contractor shall provide a labor hour matrix by pricing period/CLIN to include skill disciplines in Excel with live formulas.

Note 4: Transportation of items delivered hereunder shall be in accordance with DD Form 1653 attached to each delivery order issued hereunder. IUID is required.

Note 5: Items delivered hereunder shall be packaged in accordance with MIL-STD-2073-1, Standard Practice for Military Packaging. Shipping and storage container markings shall be in accordance with MIL-STD-129, Standard Practice for Military Marking. Bar code format shall conform to bar code symbology Format 3 of 9, Code 39 as specified in MIL-STD-129. Additional instructions are specified on AFMC Form 158 attached to each delivery order issued hereunder.

Note 6: Potential offerors should take special note of Section M of the Solicitation, all attached Data CDRLs(A001 - A006) & Data Item Description documents, as well as the Requirements Description Statement (RDS) and, in particular, Paragraphs 2.2 and 4.2 of the RDS. There is a requirement for the awardee to submit 3D Product Model Drawings & Associated Lists and have approval BEFORE work on the First Article commences.

Note 7: Adequate Price Competition is anticipated; however, the Government intends to evaluate each contractor's pricing to determine price reasonableness and realism of the proposed total price.

Each proposal will be evaluated to determine whether the government considers the proposed price to be compatible with the scope of effort, to ensure it is not unbalanced, and is neither excessive nor insufficient for the effort to be accomplished. Prices are considered unbalanced if they are significantly overstated or understated in relation to the actual cost of the work. While significantly high cost proposals are considered unreasonable, significantly low or unbalanced cost proposals may be deemed to reflect a lack of comprehension of the requirement. This may be grounds for eliminating a proposal from competition on the basis that the offeror does not inherently understand the requirement. The government will evaluate price reasonableness in relation to the Independent Government Estimate (IGE), historical pricing information or any other information used as a basis of comparison.

Offers that do not conform to the solicitation will not be considered.
