This RFP is made in accordance with (IAW) Bell Textron, Inc's (CAGE 97499) Terms and Conditions as outlined on the Basic Ordering Agreement (BOA), SPRPA121G001W. This is a noncommercial (FAR 15) item.

NOTE 1: This is a firmfixed priced type contract. All Items are sole source to Bell Textron, Inc's

(CAGE 97499)

NOTE 2: This contract will be for a period of 44 Months, where a quantity of 3 EA will be required to be delivered.

NOTE 3: Packaging shall be in accordance with the attached AFMC Form 158 Packaging Requirements.

NOTE 4: Transportation of items delivered shall be in accordance with DD Form 1653 attached.

NOTE 5: Proposal Instructions

Purpose: In accordance with Federal Acquisition Regulation (FAR) 15.4033, "Requiring other than certified cost or pricing data," our office requests the minimum necessary information to determine that the proposed price for this solesource effort is fair and reasonable. Please note, we are not requesting certified cost or pricing data. Our goal is simply to understand the basis of your price to support our final determination.

Please provide a concise proposal that includes the following elements. Bullet points and summary tables are preferred over lengthy narratives.

1. Price Summary Table: Provide a toplevel breakdown of your total proposed price, to include but not limited, to the below categories (as applicable).

a. Direct Labor

b. Materials & Services

c. Other Direct Costs (e.g., Travel)

d. Subtotal

e. Indirect Costs (e.g., Overhead, G&A)

f. Total Costs

g. Profit/Fee

h. Total Proposed Price

2. Supporting Data for Major Cost Elements: For each category above, please provide the following supporting data:

a. Direct Labor

i. List the labor categories and the proposed hourly rate for each.

ii. Provide a brief justification for the rates (e.g., standard commercial catalog rates, rates based on a market survey, or similar rates charged to other customers).

b. Materials & Services

i. Identify any single item over $10,000.

ii. Provide one of the following for each identified item: a current vendor quote, a catalog page link, or a recent invoice.

c. Other Direct Costs

i. Briefly describe the basis for these costs (e.g., "Travel is based on GSA per diem rates for two trips").

d. Indirect Costs

i. Briefly describe how each rate is calculated.

ii. For each rate, please provide a narrative that includes (1) the total dollar value of the cost pool; (2) a description of the allocation base; (3) the total dollar value of that base; and (4) the resulting rate.

For example, a response might state: "Our proposed G&A rate is 10%.

This is calculated by dividing our total G&A expense pool of $1,000,000 by our total cost input base of $10,000,000. These figures are from our approved 2026 operating budget."

iii. Historical data for the last 3 years for (1) total pool and corresponding base for each proposed indirect rate and (2) annual business volume or revenue (for each year of historical data provided).

Note: If you have a current Forward Pricing Rate Agreement (FPRA) or a similar rate approval from a government agency (like DCAA or DCMA), you may provide that agreement in lieu of this narrative explanation

e. Profit/Fee

i. Provide a brief rationale for the proposed profit/fee percentage, considering the project's complexity and risk.
