About this file
This is a Request for Proposal (RFP) issued by DLA Weapons Support at Oklahoma City for the procurement of aircraft engine and engine parts manufacturing supplies. The solicitation number is SPRTA1-27-R-2220, with an issue date of October 15, 2026, and a proposal submission deadline of November 16, 2026 at 3:00 PM. The acquisition is a total small business set-aside with a NAICS code of 336412 and a size standard of 1,500 employees. The contract will be awarded as firm fixed price for the procurement of LINER, AUGMENTOR COM components (NSN: 2840-01-308-4469 NZ) across multiple contract line items with quantities totaling approximately 382 units plus associated first article test requirements. Multiple foreign military sales cases are included (PT-D-RBQ, GR-D-QAG, PL-D-QBC, PT-D-TBD) with varying delivery locations and dates ranging from January 29, 2027 to November 22, 2027. The contractor must hold offered prices firm for 120 days from the proposal date.
Award will be made on a best-value tradeoff basis considering three evaluation factors in descending order of importance: Technical acceptability, Price, and Past Performance. Technical proposals demonstrating compliance with specified requirements through approved or qualified sources are mandatory; incomplete or non-compliant proposals will be deemed unacceptable. The government will evaluate price reasonableness, completeness, and balance; unbalanced pricing may render proposals ineligible. Past performance will be assessed using the Supplier Performance Risk System (SPRS) and other government sources, with ratings of Satisfactory, Neutral, Limited, or No Confidence. All proposals must include a Small Business Participation Plan identifying first-tier subcontractors and specific goals for small disadvantaged businesses, HUBZone firms, service-disabled veteran-owned enterprises, and women-owned businesses as percentages of total subcontracted and contract dollars. The solicitation incorporates numerous FAR and DFARS clauses addressing compliance with Buy American Act provisions, cybersecurity safeguarding requirements, export controls, and various representations and certifications to be completed in the System for Award Management (SAM).
