Justification for Other Than Full and Open Competition – Sole Source Acquisition

This document is a CUI (Controlled Unclassified Information) Justification for Other Than Full and Open Competition (AVN Form S53, October 2025) submitted by the Defense Logistics Agency for a sole source acquisition from Hamilton Sundstrand Corporation (CAGE 99167).

Acquisition Details: The contracting activity is DLA Weapons Support at Tinker AFB, Oklahoma under Solicitation Number SPRAT-26-R-0733. The acquisition covers B-1B Stator Generator components (NSN/PN 6115011938182HY 948F761-3) with a quantity of 29 each and an estimated value subject to redaction. The contract type is Firm-Fixed-Price with Fixed Quantity and includes no options. A Sources Sought notice and Request for Information (RFI) were posted to SAM.Gov on December 15, 2025, with a closing date of December 22, 2026, resulting in no responses from competing sources. The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority for limiting competition to a single source.

Technical and Source Control Justifications: The acquisition is restricted to Hamilton Sundstrand as the sole capable source based on multiple technical and data rights constraints. AMSC code R is cited, indicating the Government does not own data or rights to data needed to purchase from alternative sources. Additional factors include drawing 948F761 not showing the -3 configuration in applicable databases, limited rights drawings from Hamilton Sundstrand (CAGE 83843/99167) with no data/data rights provision, and previous unresponsive technical requests from 2016 and 2018. No other sources indicated interest in writing. The Government committed to continuing to synopsize the requirement and rescreen for changes in data and source availability in future acquisitions. The Contracting Officer (Kevin Howe) certified the justification on February 19, 2026, and approval authority was delegated to the Contracting Officer level for acquisitions not exceeding $900,000.
