About this file
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
This document is a Justification for Other Than Full and Open Competition (sole source acquisition) submitted by the Defense Logistics Agency for a limited competition procurement.
The Defense Logistics Agency is acquiring up to 33 units of C-130 Aircraft Cooling Turbine (NSN/PN 1660-01-379-5875 / 2204520-2-2) for DLA Weapons Support at Tinker Air Force Base, Oklahoma under Solicitation Number SPRAT-26-R-0297. The acquisition is structured as a Firm-Fixed-Price, Fixed Quantity contract. The contracting officer determined that Honeywell International Inc. (CAGE 70210) is the only known source capable of fulfilling this requirement. Market research was conducted by a multi-functional team using Haystack, Parts Manufacturer Approvals, Google, Thomas Register, and similar resources, confirming Honeywell International Inc. as the sole source. A Sources Sought notice was posted to SAM.gov on February 20, 2026, with a closing date of February 27, 2026, resulting in no responses from other potential sources. The anticipated cost to the Government is fair and reasonable based on completed price analysis. The acquisition does not meet basic criteria for reverse engineering evaluation. The 423 SCMS will continue monitoring the marketplace for potential approved alternative sources before any subsequent acquisition. Solicitation synopsis is scheduled for May 22, 2026, and the justification is approved at the Contracting Officer level (not exceeding $10,000,000).
