About this file

This is a solicitation document (SPRTA1-26-R-0288) issued by DLA Weapons Support at Oklahoma City for the procurement of linear direct valves (NSN 4810-01-360-8278 HS) through a firm fixed-price contract. The solicitation is designated as a Foreign Military Sales (FMS) requirement supporting multiple international cases (IQ-D-QCF, AU-D-RAO, CO-D-QBM, and JO-D-SAD). The Government seeks a total of nine units across five contract line items with required delivery by July 31, 2026. Offerors must hold prices firm for 120 days from the June 3, 2026 effective date, with proposals due by July 6, 2026 at 3:00 PM. This is an unrestricted acquisition with NAICS code 336413 (Other Aircraft Part and Auxiliary Equipment Manufacturing). The contract is rated under the Defense Priorities and Allocations System (DPAS) at 15 CFR 700. Payment will be made via electronic funds transfer using Wide Area Workflow (WAWF), with inspection and acceptance at origin. The evaluation criteria prioritize price or cost (Factor 1) approximately equal to technical capability (Factor 2), utilizing lowest price technically acceptable (LPTA) source selection procedures.

Triumph Actuation Systems (CAGE Code 61898) is identified as a previously qualified source and is exempt from submitting additional qualification documentation. All other potential sources must provide proof of prior Government or OEM supply, complete drawings, company capability brochures with facilities lists, and identification of sub-vendors and their processes. The contract includes standard FAR and DFARS clauses covering representations and certifications, cybersecurity requirements (NIST SP 800-171), prohibition on covered telecommunications equipment, item unique identification requirements, small business subcontracting plans, and compliance with various trade and procurement restrictions. Contract administration will be conducted by DLA Procurement Operations, with the contracting officer Dana Craun (dana.craun@us.af.mil, 385-591-1678) serving as the primary point of contact for inquiries.

PART II - CONTRACT CLAUSES

SECTION I

CONTRACT CLAUSES

5352.201-9101 OMBUDSMAN (JUN 2023)

(IAW DAFFARS 5301.9103)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOCA’s CA/ombudsman can be reached at 385-591-1672, facsimile (405) 734-8129. Complaints which cannot be resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

(The above Clause/Provision has been modified.)
