About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) for a sole source acquisition filed with the Defense Logistics Agency (DLA) for weapons support at Tinker Air Force Base, Oklahoma.
The acquisition covers sensor element temperature parts with NSN 2925145201489PN and OEM PN RF2211-00, with a maximum quantity of 104 units. The contract will be firm-fixed-price with fixed quantity and no options. The statutory authority for this sole source procurement is 10 U.S.C. 3204(a)(1), permitting acquisition from limited sources. A Sources Sought notice was posted to SAM.Gov on January 13, 2026, with a closing date of January 20, 2026, and no sources replied to the posting. The acquisition is restricted to Esterline Sensor Services (CAGE 3J805) as the only known source capable of furnishing the required supplies. The Contracting Officer determined anticipated costs to be fair and reasonable. Market research was conducted on January 20, 2026, including inquiries to Air Force data systems, parts manufacturer approvals databases, and commercial registries, confirming the F108 CFM56-2 engine (used on Boeing 737 aircraft) utilizes this commercial off-the-shelf item developed at private expense. The justification notes this is a commercial item on a commercial engine where the Government does not possess manufacturing data or resources. Competitive barriers will be overcome through continued marketplace monitoring and re-screening. The procurement is scheduled for synopsis on April 13, 2026. Competition Advocate approval is required for the acquisition value range. Contracting Officer Breann Irving signed the justification on April 7, 2026.
